A certain document, one (1) copy of which is on file in the office of the City Clerk of the City of Warrenton, being marked and designated as the International Private Sewage Disposal Code, 2015 Edition, as published by the International Code Council, be and is hereby adopted as the Private Sewage Disposal Code of the City of Warrenton in the State of Missouri for regulating the Private Sewage Disposal Code and governing the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of individual sewage disposal systems as herein provided; providing for the issuance of permits and collection of fees therefore; and each and all the regulations, provisions, penalties, conditions and terms of said Private Sewage Disposal Code on file in the office of the City Clerk are hereby referred to, adopted, and made a part hereof, as if fully set out in this Section, with the additions, insertions, deletions and changes, if any, prescribed in Section 500.380 of this Article.

A. 
The following Sections are amendments to the 2015 International Private Sewage Disposal Code:
1. 
103.1 Creation Of Enforcement Agency. The Public Works Department is hereby created and the official in charge thereof shall be known as the Public Works Director. The Public Works Director shall be the code official as set forth in the 2015 International Private Sewage Disposal Code.

103.2 Appointment. Deleted.
3. 
103.3 Deputies. Deleted.
4. 
106.4.2 Fee Schedule. See Warrenton Municipal Code Section 700.040.
5. 
106.4.3 Fee Refunds. Deleted.

108.4 Violation And Penalty. Any person who shall violate provisions of this Article and the codes adopted herein or shall fail to comply with any of the requirements thereof or who shall perform work in violation of an approved plan or directive of the Building Commissioner or of a permit or certificate issued under the provisions of these codes shall be guilty of a misdemeanor punishable by a fine of not more than five hundred dollars ($500.00) or by imprisonment not exceeding ninety (90) days, or both such fine and imprisonment. Each day that a violation continues shall be deemed a separate offense.
7. 
109.2 Membership Of Board. Deleted, including all Subsections.
8. 
404.1 General. The permeability of the soil in the proposed absorption system shall be determined in accordance with the detailed soils evaluation requirements contained in RSMo. 19 CSR 20-3.060(7). Soil percolation tests shall only be used in conjunction with soil morphology tests.

603.1 General. The bottom area for seepage trenches or beds or the side-wall area for seepage pits required for a soil absorption system serving residential property shall be determined in accordance with RSMo. 19 CSR 20-3.060(1)(44).
11. 
604.1 General. The minimum required soil absorption system area for all occupancies, except one- and two-family dwellings, shall be based on building usage in accordance with RSMo. 19 CSR 20-3.060(21)(A).

14. 
805.2 Sizing. The minimum liquid capacity of a holding tank for one- and two-family dwellings shall be in accordance with Table 805.2. Other buildings shall have a minimum five-day holding capacity, but not less than two thousand (2,000) gallons (7,570 L). Sizing shall be in accordance with Table 802.7.2. Not more than three (3) holding tanks shall be installed in series.
