This article is intended for the sole purpose of civil defense or for any other common disaster or declaration of war, to determine the succession of City officials in case of war or national catastrophe which might or could affect the City and the elected officials of the City.
Should the Mayor for any reason be killed or incapacitated or unable to fulfill the duties of his office, a new Mayor shall be chosen by the majority vote of the Aldermen of the Council.

If the Mayor and all of the Aldermen should be killed or incapacitated or unable to fulfill the duties of their office so that they would be unable to choose by a majority of their members, a Mayor and Aldermen shall be chosen by a majority vote by the staff of the City government.
The Aldermen, in conjunction with the Mayor or the officers of the ESDA, after they have chosen a Mayor, shall then have the right and duty to complete as nearly as possible the entire staff of the City government.
An election shall be held among the residents of the City of Mendota within a period of not longer than two months after the choosing of the Mayor by the Council or a Mayor by the officers of ESDA. This election shall be a general City election and shall be conducted in accordance with the statutes of the State of Illinois for filling offices which might otherwise be left vacant.
