A. 
License required.
(1) 
It shall be unlawful to do business in the City as an itinerant merchant without having first secured a license as herein provided.
(2) 
Any merchant engaging or intending to engage in business as a merchant in the City for a period of time not exceeding 100 days shall be considered an itinerant merchant; provided that peddlers shall not be considered itinerant merchants.
B. 
Applications for license. Every application for such a license shall set forth the commodities to be sold, and the place intended to be occupied or used for the business.
C. 
Fees. The fee for an itinerant merchant's license shall be set from time to time by the City Council. A background check is also required.
