All corporations, companies and associations not incorporated
under the laws of this state which are engaged in effecting fire insurance
in the City shall pay to the City Treasurer, for the maintenance,
use and benefit of the Fire Department thereof, a sum equal to 2%
of the gross receipts of the premiums received by their agents for
fire insurance on property situated in the City.
Every person acting as agent or otherwise for or on behalf of
such corporations, companies and associations shall, on or before
July 15 of each year, render to the City a full, true and just account,
verified by his oath, of all premiums for fire insurance by him or
any other person for him in behalf of any such corporation, company
or association for the year ending July 1; and shall also pay to the
City Treasurer, at the time of rendering such report, the amount due
at the rate fixed by this article, for which the companies, corporations
or associations represented by them are severally chargeable by law
and under this article.
If any person, corporation, company or association fails to
render such account on or before July 15, or if such amount so computed
remains unpaid after that date, it shall be unlawful for such person,
company, corporation, or association so in default to transact any
business in the City until this article shall have been fully complied
with.
