There is hereby established for the City the office of Building
Commissioner. He/she shall be appointed by the Mayor with the approval
of the Board of Aldermen for a term of one (1) year.

It shall be the duty of the Building Commissioner to inspect
or cause to be inspected every building, billboard, sign, tower or
smokestack which may be in the course of erection, construction, enlargement,
alteration, repair, wrecking or removal in the City, to inspect or
cause to be inspected all buildings, structures and premises and to
make all other inspections which he/she may hereafter be required
to make by ordinance and for such purposes shall have the right to
enter and inspect or cause his/her agents to enter and inspect such
buildings, structures or premises, if necessary, at all reasonable
hours in order to discover if the ordinances of the City governing
buildings, structures and premises, including the use and occupancy
thereof, are being complied with and to issue all permits required
by such ordinances. He/she shall sign all notices and certificates
required to be issued by his/her office, keep in proper books a register
of all transactions of the office and shall submit to the Board of
Aldermen a statement in detail of all such transactions at such times
as they direct. He/she shall collect all fees to which he/she may
be entitled under the terms of this Chapter. He/she shall see that
all of the ordinances governing building and the use and occupancy
of buildings and premises are complied with. All or any portion of
these duties may be contracted out to any qualified individual, or
other entity, and he/she or they shall be considered as having been
appointed as the Building Commissioner and shall have all duties and
powers set forth herein.
