The reserve police unit of the City of St. Ann shall consist of such number of members as chosen by the Marshal (Police Chief) with the approval of the Board of Police Commissioners of the City of St. Ann. In order to qualify for the position of reserve officer, a candidate shall successfully complete the required hours of training for a reserve officer under the standards promulgated by the Peace Officer Standards and Training Commission, as same may be amended from time to time, at a certified training academy. Upon completion of such training and upon recommendation of the Marshal (Police Chief), a candidate may be approved by the Board of Police Commissioners of the City of St. Ann. Any person so selected shall be sworn in by the City Clerk and may participate as a reserve police officer.

The members of the Police Reserve Unit shall at all times during the performance of their duties be subject to and act only under the direction and control of the Chief of Police or his/her designated representative.

Members of the Police Reserve Unit shall receive no monetary compensation for their services from the City. Services may be rendered by the members of the Police Reserve Unit to private firms, organizations, groups and functions at the discretion of the Mayor and/or Chief of Police. Such private organizations may compensate the individual members for the services provided at a rate agreeable between the parties involved and with the approval of the Chief of Police.

The uniforms and equipment for each member of the Police Reserve Unit shall be furnished by the City and shall remain the property of the City. The uniforms worn by members shall be approved by the Chief of Police.

Members of the Police Reserve Unit shall not be issued nor shall they carry firearms until they have completed the firearms training mandated by the City and then only with the permission of the Chief of Police and while in uniform and in the performance of their official assigned duties.

A. 
Members of the Police Reserve Unit shall, at all times while in uniform and on duty, be subordinate to any and all members of the regular Police Force. Rank shall be disregarded in the Police Reserve Unit under this Section.
B. 
Members of the Police Reserve Unit shall be volunteers and shall have the following powers and duties while serving in uniform and with the approval and under the direction of the Chief of Police or his/her designated representative:
1. 
Members shall be conservators of the peace and shall arrest or cause to be arrested, with or without process, all persons who violate the peace or are violating any municipal ordinances or any criminal law of the State.
2. 
Members shall serve and execute all warrants for the violation of municipal ordinances or the State criminal laws within the City limits.
3. 
Members shall direct motor vehicle traffic and assist in traffic control.
4. 
Members shall act as special watchmen when assigned by the Chief of Police.
5. 
Members shall be assigned to maintain order and crowd control at parades, athletic events and any other large public gatherings or functions in the City when so assigned by the Chief of Police.
6. 
Members shall assist the regular Police Force during times of national disasters, riots or other emergencies when such emergency is declared by the Mayor or the Chief of Police.
7. 
Members shall perform such other duties as may be from time to time directed by the Chief of Police when circumstances render it impractical for members of the regular Police Department to perform these duties.

The Chief of Police shall determine a table of organization for the Police Reserve Unit and shall determine the length, type and manner of training required for a member of this unit. The Chief of Police shall publish a written policy manual which shall provide the necessary guidelines for the administration of and the duties of the Reserve Unit.
