Each residence, place of business or other primary building structure
within the Village of Sherwood is and/or shall be assigned a street
identification number by and through the Village.
Police and Fire Departments and other emergency units have determined
that clearly visible emergency identification numbers on residences,
places of business or other primary structures within the Village
of Sherwood are beneficial in expediting response in the case of an
emergency.
The Village of Sherwood Board of Trustees determines that it is necessary
for the general welfare and safety of the Village that emergency identification
numbers be existing and be visible on all residences, places of business
and other primary structures within the Village of Sherwood.
From and after the effective date of this article (its date of adoption
and public posting thereafter), each residence, place of business,
and other primary building structure within the Village of Sherwood
shall be required to have assigned to it, from and through the Village,
a street identification number.
For the purpose of facilitating correct numbering, a plat of all
streets, avenues or highways within the Village showing the proper
number of all lots or houses fronting upon all streets, avenues or
highways shall be kept on file in the Village office. This plat shall
be open to inspection by all persons during regular Village office
hours.
Copies of the plat of all streets, avenues or highways with the Village
shall be provided to the Calumet County Sheriff, the Town of Harrison
Fire Department and any other emergency units providing service within
the Village.
The emergency numbers and mounting signposts, if required, shall
be of a design determined by the Village and will be provided by the
Village for each residence, place of business, or other primary building
structure within the Village.
The property owner may choose a horizontal emergency number for placement
on top of a mailbox, a vertical emergency number for placement on
a mailbox post, a vertical emergency number for placement on a signpost,
or either a horizontal or vertical emergency number for placement
directly on a residence, place of business, or other primary building
structure. If no option is designated by the property owner, the Village
will obtain a vertical or horizontal emergency number for placement
on the premises.
The property owner is responsible for the proper installation and
maintenance of the emergency numbers provided by the Village. The
property owner assumes all responsibility for improper installation
of the emergency numbers.
The emergency numbers shall be installed on the same side of the
abutting roadway as the residence, place of business, or other primary
building structure and in such proximity as to unambiguously identify
said location.
Vertically on a signpost. If the residence, place of business, or
other primary building structure is along a rural street or road,
the signpost shall be placed at least two but no more than three feet
back from the edge of the driving surface of the street or road. If
the residence, place of business, or other primary building structure
is on an urban street having curb and gutter, the signpost shall be
placed within two feet of the back of the curb. In all cases of signpost
installation, the bottom of the emergency number shall be at least
42 inches above the driving surface of the abutting roadway.
If the residence, place of business, or other primary building structure
has sidewalk covering the entire space between the building and the
abutting paved roadway, the emergency number may be placed horizontally
or vertically on, above or beside the doorway. The bottom of the emergency
number shall be at least 42 inches but no more than 84 inches above
the driving surface of the abutting roadway.
The emergency numbers shall be visible from both directions from
the abutting public right-of-way. The emergency numbers shall not
be concealed by vegetation or any other obstruction.
The Village shall authorize periodic inspection of the installation
and placement of the emergency numbers. If the authorized inspector
determines that the emergency number has not been installed or has
been improperly installed, written notice shall be served upon the
property owner of record that installation of the emergency number
must be completed or corrected.
If the property owner does not comply within 14 calendar days, the Village shall install an emergency number by the best means available in compliance with § 23-10 above and shall charge the property owner an amount as prescribed in Chapter 40, Fees and Penalties, of this Code for each such installation.[1]
Said charge by the Village shall be collected as a debt from the
property owner of record. Such cost shall be assessed against the
real estate as a special charge.
