Creation. There is hereby established a Berkeley Betterment Commission. The Commission shall consist of nineteen (19) members including the following: The City Manager or his/her designated representative, who shall be an administrative official of the City; one (1) member of the Council; one (1) member of the City Planning Commission; one (1) member of the Park Board; one (1) member of the Human Relations Commission; and fourteen (14) citizens of the City of Berkeley. The citizens shall be representative of the business, neighborhood, ethnic and other interests of Berkeley. The Council, Planning Commission, Park Board and Human Relations Commission shall appoint the representative and alternate from their respective body in conjunction with their established rules. The citizen members shall be appointed by the Council, and shall serve for a period of three (3) years. In the event of the death or resignation of any member, his/her successor shall be appointed by the Council to serve for the unexpired period of the term for which such member had been appointed. All members shall be registered voters and residents of the City and serve without compensation.

A. 
The Commission shall act in an advisory capacity of the Council in order to develop and improve the services that contribute to the welfare and happiness of the citizenry; to recommend improvements under the Housing and Community Development Act of 1974; to promote greater opportunity for the attraction of new businesses and industries; to promote a more prosperous and attractive community in which to work and live; and to articulate citizen desires and demands in conjunction with planning and development undertaken by the City.
B. 
The Commission through designated representatives shall be empowered to work in conjunction with the City Planning Commission or other agencies of the City. The Betterment Commission shall not have voting authority in the body to be assisted.
C. 
The Commission shall report its findings to the Council twice a year, during the first (1st) week in the months of March and September.

The Commission shall act in an advisory capacity only to the Council.
B. 
Recommendations as to citizen desires and demands can be made to the Council. Witnesses may be requested to appear before the Commission, however, no power of subpoena is vested in the Commission. Voluntary citizen witnesses or groups may appear before the Commission in order to have the desires of the citizenry voiced.
C. 
The Commission shall establish rules and procedures not inconsistent with the laws of the United States or the State of Missouri, or the Charter of the City of Berkeley for the guidance and carrying out of its activities as it deems necessary.
D. 
Recommendations to the Council are to be approved by a majority of the membership.
