A.
The
Council, on behalf of the City, is hereby authorized and directed
to take steps reasonably necessary to appoint a Board of Commissioners
of the land clearance for redevelopment authority which shall consist
of five (5) Commissioners, all of whom shall be taxpayers who have
resided in the City for at least five (5) years prior to their appointment.
B.
Two
(2) of the Commissioners who are first appointed shall be designated
to serve for terms of one (1) year from the date of their appointment
and three (3) shall be designated to serve for terms of two (2), three
(3) and four (4) years respectively from the date of their appointment.
Thereafter, Commissioners shall be appointed as aforesaid for a term
of office for four (4) years except that all vacancies shall be filled
for the unexpired term.
