A. 
The City of Berkeley does hereby adopt the revised and updated Financial Procedures Manual. Same is held on file in the City offices.
B. 
The Financial Accounting Procedures Manual provides information relating to the financial administration, accounting rules and regulations applicable to the City of Berkeley. The policies and procedures described therein shall be used as a guide for any further development of the accounting policies and procedures for the City. The City of Berkeley, however, reserves the right to change or revoke this manual, permanently or temporarily, if it is in the best interest of the City to do so.

Pursuant to the Charter of the City of Berkeley, the City Manager and Director of Finance are hereby authorized and directed to invest in United States Government obligations, or place on time deposit funds of the City not in immediate use and funds held by the City in a fiduciary capacity. The interest and earnings received from the aforesaid investments shall be received by the City and deposited in the General Revenue Account to be used as other funds therein.

Neither the City of Berkeley nor its officials shall lend its credit or grant public money or property to any private individuals, except for public benefit to be determined with an affirmative vote by all seven (7) Council members.

In the event that any person should pay to the City on any account or for any reason by check and such check after presentation by the City is returned insufficient or uncollectible or not honored for any reason, then such person shall pay to the City an additional amount of twenty-five dollars ($25.00) for processing and expenses incurred therein in addition to the payment of the original amount.
