There is hereby created by the Board of Supervisors of Falls Township, Bucks County, Pennsylvania, and in accordance with the Traffic Calming Measures Ordinance:[1] the Falls Township Neighborhood Traffic Advisory Committee (NTAC).

The Purpose of the NTAC is to investigate traffic calming requests in residential neighborhoods, the effectiveness of traffic calming requests, and make recommendations to the Board of Supervisors and the Falls Township Police Department regarding the appropriate course of action, if any, to reduce dangerous conditions, promote safe driving, or other similar concerns. All of the suggestions of the NTAC shall be in accordance and follow the procedures for implementing traffic calming measures ("TCMs") under the Traffic Calming Measures Ordinance, Falls Township Code Chapter 203, Article IX.
Each member of the NTAC shall either be a taxpayer, resident, or engaged in business within Falls Township. Upon the failure of any person to be so qualified, such person may not thereafter act as a member of the Committee.
A. 
The Committee shall be composed of five members. The members shall serve under the direction of and at the pleasure of the Board of Supervisors, which shall select the members by reason of qualifications and experiences. A member of the Board of Supervisors and the Chief of the Falls Township Police Department, or an appointed designee, may attend meetings and serve as a liaison to the NTAC.
B. 
The Township Manager shall attend and participate in meetings as an ex officio NTAC member. The Township Manager may make recommendations to the Committee but will not serve as a voting member.
C. 
Members may include the following representatives:
(1) 
Township Administration.
(2) 
Public Works Department.
(3) 
Township Traffic Engineer.
(4) 
Emergency Service.
(5) 
Member(s) of the public.
D. 
The NTAC will convene once a month at meetings open to the public and provide recommendations to the Township Administration and the Board of Supervisors regarding the Falls Township Traffic Calming Program. At meetings, the NTAC shall discuss any and all issues regarding traffic and/or TCMs for Falls Township. The recommendations as provided herein and as provided in Article IX of this chapter are advisory only.
The initial appointment of members, other than the Board of Supervisors member, shall be for a term of office to commence May 1, 2014, on the following staggered basis wherein the term of membership shall expire on the first Monday of January in the year indicated as follows:
A. 
One member to be appointed for a term expiring in the year of 2015.
B. 
One member to be appointed for a term expiring in the year of 2016.
C. 
One member to be appointed for a term expiring in the year of 2017.
D. 
One member to be appointed for a term expiring in the year of 2018.
E. 
One member to be appointed for a term expiring in the year of 2019.
Upon the expiration of the respective terms of membership of the initial appointees, including any substitutions of members by reason of vacancy, each of the subsequent terms of membership commencing on the respective expiration dates aforesaid shall be for a term of five years.
The members of the NTAC shall serve without financial remuneration, but the Board of Supervisors may annually appropriate for the conduct of the Committee's business such sum of money as the Board of Supervisors shall deem necessary.
A. 
The powers and duties of the NTAC are only those that are expressly set forth herein and those necessarily derived from the Traffic Calming Measures Ordinance at Article IX of this chapter.
B. 
In executing the powers and duties as set forth in Article IX of this chapter, the NTAC shall consider any matter, including, but not limited to, traffic issues, implementation and effectiveness of traffic calming measures, which roads in the Township need to be studied, enforcement of traffic safety.
C. 
The NTAC may consult with the Falls Township Police Department and the Department of Public Works as necessary to effectively execute its powers and duties.
D. 
The NTAC shall organize and elect such officers as it deems necessary, and it shall be charged with investigating and making recommendations as set forth herein. The NTAC shall prescribe such other rules and procedures for its organization and functions as shall enable it to discharge its duties.
The objectives of the NTAC are to investigate traffic issues, remedies, TCMs, and make recommendations regarding traffic controls and safety measures. In order to most effectively accomplish its objectives, the NTAC shall receive the full assistance, advice, and cooperation of the Township Manager and staff and of the other boards, commissions and agencies of Falls Township. Furthermore, the Committee shall seek the aid and advice of appropriate county, state, and federal governments, agencies, boards, commissions, and authorities as needed. The NTAC shall implement the objectives and follow the objectives as established in the Traffic Calming Measures Ordinance.[1]

The NTAC is further hereby directed periodically to report to and consult with the Board of Supervisors in order to keep the latter informed of its activities and accomplishments. Such reports shall include a written annual report to the Board of Supervisors from the NTAC.
