A. 
The owner of every existing house, building or structure and the owner of every house, building or structure hereafter to be constructed or acquired, which may be occupied or used by human beings, located on a street along the line of a sewer created pursuant to the provisions of the Municipal Utilities Authorities Law, Laws of 1957, Chapter 183, as amended and supplemented, or Title 40, Chapter 14B, of the New Jersey Statutes Annotated,[1] now or hereafter constructed or acquired in the Borough of Buena, where such house, building or structure is located not more than 200 feet from said sewer line, shall, within 90 days after the date on which the service of such sewer is made available to such house, building or structure, connect and hook up the sewerage facilities emanating from such house, building or structure to such sewerage systems.

B. 
Upon the Authority's extension of its sewer lines, any house, building or structure along the Authority's extended sewer line with a new septic system shall not be required to connect to the Authority's extended sewer line, nor to pay a connection or usage fee until the septic system servicing said property is eight years old. Within 90 days after the septic system servicing said house, building or structure has reached eight years old, the owner of said property shall connect and hook up the sewerage facilities emanating from such house, building or structure to the Authority's extended sewer line, and shall commence paying usage fees. The owner shall also pay the connection fee then in effect, provided that such connection fee may be paid in monthly installments, with interest, over a three-year period.
C. 
Upon the Authority's extension of its sewer lines, houses, buildings or structures with septic systems which have serviced such property for eight years or more shall be required to connect to such extended system within 90 days after service is made available in accordance with Subsection A of this section and shall commence paying usage fees. The owner shall also pay the connection fee then in effect, provided that such connection fee may be paid in monthly installments, with interest, over a three-year period.
If any such house, building or structure referred to in § 191-1 above shall be used for industrial or commercial purposes, the owner thereof shall, within 90 days after the date on which the services of such sewer are made available to such house or structure or prior to occupancy or use of such house, building or structure, whichever date shall be later, install such facilities as are necessary to accept and dispose of industrial wastes emanating therefrom and connect such facilities with such sewerage systems, under and pursuant to rules and regulations, which rules and regulations shall be filed in the office of the Clerk of the Borough of Buena.
Any person, association or corporation who shall violate this article by failing to comply with any order issued in accordance with the provisions hereof within 90 days after notice by the Plumbing Subcode Official or by any other authorized person shall, upon conviction, be subject to such penalties as set forth in Chapter 1, General Provisions, Article III, for each day of delay, after the expiration of the 90 days, in which the provisions of the order or notice are not complied with.
