The City of St. Ann will wash vehicles
and equipment at wash bay facilities designed according to this Article.
Where no wash bay exists, all vehicles and equipment will be taken
to commercial facilities when washing is required.

The City of St. Ann wash bay facilities
are located at the following locations: 3950 Industrial Drive (only
location).

The Street Superintendent is responsible for ensuring that vehicles are taken off-site to approved commercial facilities for washing, or that washing on St. Ann property is done in the locations specified in Section
550.220.

The wash soap to be used is to be
non-phosphate, biodegradeable detergent or pressure-washed without
detergent.

Wash water from vehicle and equipment
washing must be disposed in the MSD sanitary sewer, with pretreatment
using a sediment/oil trap. The accumulated solids in the sediment/oil
trap must be pumped out and properly disposed of, such as at a wastewater
treatment plant by an MSD approved waste hauler. If floating oils
and grease accumulate in the sediment/oil trap, the contents must
be disposed by a permitted waste hauler at a commercial facility able
to handle oily waste.

A. For Off-Site Washing.
1.
All vehicles are taken to commercial
facilities when washing is needed.
2.
Commercial facilities used are verified
to be in compliance with MSD sewer discharge requirements. Facilities
must discharge wastewater to the sanitary sewer system, and wash bays
must be covered to prevent stormwater in the sanitary system.
B. For Municipal Washing.
1.
Wash bay facilities are designed
to collect wash water, pre-treat with a sediment/oil trap (interceptor),
and discharge to the sanitary sewer system. The trap must be pumped
quarterly, or as needed.
2.
Wash bays are covered and wash area
curbed or otherwise drained to prevent stormwater runoff from discharging
to the sanitary system. Uncovered wash bays have an inlet valve to
the sanitary sewer. The wash bay is cleaned and the valve is maintained
closed when washing is not occurring, to keep uncontaminated stormwater
out of the sanitary sewer. Post instructions regarding the use of
the valve.
3.
Mobile wash services must collect
wash water for recycling or proper disposal into a sanitary sewer.
4.
Job-site mud removal is performed
without detergent in a contained, permeable (gravel) area with wash
water infiltrating into soil or gravel.

Employees responsible for operating
fleet vehicles and equipment will be made aware of BMPs regarding
washing, and the proper, designated locations for washing.
