The Council shall appoint an officer who shall have the title of City Manager and who shall have the powers and perform the duties provided in this Charter. No Councilman shall be appointed to such office during the term for which he shall have been elected nor within one (1) year after the expiration of his term. The City Manager shall be appointed upon the affirmative vote of at least four (4) members of the Council for an indefinite term. During his term of office, the City Manager may be removed from office upon the affirmative vote of four (4) members of the Council by a resolution of removal or suspension. If removed from office he shall receive his salary for a two (2) month period from date of removal. If suspended, he may receive such pay, if any, as decided by the Council. The City Manager shall forthwith forfeit his office upon conviction of a felony, malfeasance in office, bribery, or other corrupt practice, or of a misdemeanor involving moral turpitude.
