The following described parcels are hereby established as off-street parking facilities available to the public for public parking of vehicles in accordance with the terms and at the times set forth herein:
A. 
Block 242, Lot 9 located on 99 Hackensack Street.
B. 
Block 221, Lot 1 located on 89 Hackensack Street.
C. 
Block 268, Lot 1.02 located on 151 1st Street. (Lot is accessed via 2nd Street.)

D. 
Block 298, Lot 5.01 located on Highland Avenue.
E. 
Block 231, Lot 18 located on 241 Union Avenue.
F. 
Block 215, Lot 7 located on 6th Street.
G. 
Block 307, Lots 2 and 13 located at 495 Highland Avenue.

The Mayor and Council are hereby empowered to acquire by lease any land within the confines of the Borough, and entrances to and exits from any such lands, for the purpose of making the same available to the public for the parking of vehicles. Any such lease shall be for such period of time and upon such terms and conditions as the Mayor and Council shall determine by resolution.

A. 
Parking in lots at Block 242, Lot 9 (99 Hackensack Street) and Block 221, Lot 1 (89 Hackensack Street) shall be designated for Borough Hall use only, in designated stalls, and the same shall not exceed one hour between the hours of 8:00 a.m. and 10:00 p.m. Borough employees shall be permitted to park in said lots during working hours.
B. 
Parking on Block 268, Lot 1.02 (151 1st Street) shall be designated for school and church use only, and the same shall not exceed three hours between the hours of 8:00 a.m. and 10:00 p.m. School employees will be permitted to park during working hours.
C. 
Parking on Block 298, Lot 5.01 (Highland Avenue) shall be designated for public buildings (Civic Center, Senior Center, Library and school) only, and the same shall not exceed three hours between the hours of 8:00 a.m. and 10:00 p.m.
D. 
Parking on Block 231, Lot 18 (241 Union Avenue) shall be designated for field and playground use only, and the same shall not exceed three hours between the hours of 8:00 a.m. and 10:00 p.m.
E. 
Parking on Block 215, Lot 7 (6th Street) shall be designated for baseball field use only, and the same shall not be for more than three hours between the hours of 8:00 a.m. and 10:00 p.m.
F. 
Parking lot on Block 307, Lots 2 and 13 (495 Highland Avenue) shall be designated for public buildings (Civic Center, Senior Center and Library) only, and the same shall not exceed three hours between the hours of 8:00 a.m. and 10:00 p.m.

G. 
Parking lot on Block 327, Lot 13 (305 Hackensack Street) shall be designated for public buildings and facilities (post office, school, athletic field) only, and the same shall not exceed three hours between the hours of 8:00 a.m. and 10:00 p.m.

The Mayor and Council may, at their sole discretion, cause to be issued by the Borough Clerk permits to Borough residents allowing for nighttime parking in Borough off-street parking facilities. Any resident of the Borough may park or leave standing a passenger automobile in the off-street parking facilities between the hours of 10:00 p.m. and 8:00 a.m. upon securing a permit therefor. Vehicles without said permits shall be prohibited from parking in Borough off-street parking facilities between the hours of 10:00 p.m. and 8:00 a.m.
The permits shall be issued by the Borough Clerk upon written application therefor and payment of the required fee.
A. 
The application shall be made on a form prepared by the Borough Clerk and shall set forth the name and address of the applicant and the name and address of the owner of the vehicle for which the permit is to be issued, together with the make and license number of the vehicle.
B. 
At the time of application, the applicant shall be a member of the vehicle owner's household.
C. 
Subletting of parking spaces rented pursuant hereto is strictly prohibited.

Any vehicle parked or standing in violation of this article may be removed and impounded in accordance with § 513-41 of this chapter.

The permits shall expire on January 1 of each year. They shall be issued on an annual basis only and shall not be transferable except by the same applicant to a new motor vehicle.

A. 
Any and all fees for parking lot permits shall be established annually by resolution of the Mayor and Council. If no such resolution is adopted for any subsequent year, then and in that event the prior year's fee shall apply.
B. 
All fees are payable at the time of making application for the permit, and all fees are nonrefundable.

A. 
The Borough is authorized to install, or cause to be installed, electric vehicle charging stations in locations on property owned by the Borough of Wood-Ridge or the Wood-Ridge Board of Education, including in public parking lots, which shall be available for use by the public for the purpose of charging electric vehicles.
B. 
The Borough shall contract or subscribe with a qualified vendor or vendors to:
(1) 
Power, operate, and maintain the Borough's electric vehicle charging stations so that they are functional for use by the public.
(2) 
Measure the electric consumed by public users of the Borough's electric vehicle charging stations and charge and collect a fee, via digital or electronic means at the point of sale, from said users for their electric consumption.
C. 
The Borough shall charge an appropriate fee to all public users of the Borough's electric vehicle charging stations. Said fee shall be established by resolution of the Mayor and Council and shall be reflective of the cost to the Borough of:
(1) 
Purchasing, installing and maintaining the stations.
(2) 
Paying all vendors necessary for the operation and function of the stations.
(3) 
Paying all vendors necessary for measuring electric usage and calculating and collecting user fees for the stations.
(4) 
Paying for all electric dispensed by the stations.
(5) 
Administering the provisions of this section.
