There are hereby established the following standing committees
of the corporate authorities of the Village of Homer Glen: Administration
and Finance, Community Development, Economic Development, Homer Festival,
Ability and Awareness, Environment, Parks and Recreation, Public Services
and Safety, and Behavioral Health and Addiction Recovery. All of these
committees shall be advisory in nature, and any action and all findings
and recommendations shall be presented to the Corporate Authorities
of the Village of Homer Glen for further deliberation, review, and/or
approval.

Each of the aforementioned standing committees, Community Development,
Economic Development, Homer Festival, Ability Awareness, Environment,
Parks and Recreation, and Behavioral Health and Addiction Recovery,
shall consist of at least five members, not less than one of whom
shall be a member of the Village Board of Trustees, and the remainder
of whom shall be residents of the Village of Homer Glen selected for
their interest, fitness and aptitude for working within the particular
area of a given committee. The Administration and Finance Committee
shall consist of four Village Trustees and include the Village Manager
and the Finance Director, if different from the Village's Finance
Director, to serve as advisory members of the Committee. The Public
Services and Safety Committee shall include Village of Homer Glen
Public Works' Director, Building Official, Village of Homer Glen's
Emergency Management Agency, Northwest Homer Fire Protection District,
Homer Township Fire Protection District, Will County Sheriff's Office
and the Village of Homer Glen's Development Services Department. The
Village President shall appoint a Village Board Trustee and/or staff
member with the right of first refusal before reaching out to a Homer
Glen resident to be chairperson of a committee. The Village President
shall also appoint members of each committee as well as a vice-chairperson
if considered to be necessary, all who shall be residents or members
of the Village Board of Trustees. The Village President shall serve
as an ex-officio member of such committees as he or she may deem necessary
and appropriate. All committee members, subcommittees, task forces
and advisors shall serve at the pleasure of the residents and Village
Board and may be removed at any time for such reasons as the Village
President shall deem sufficient therefor. Appointments for committees
are made in May of each fiscal year. Any committee member absent from
more than three consecutive committee meetings without informing the
chairperson of the committee of the reasons therefor shall be subject
to removal therefrom by action of the Village President. Any vacancy
on any committee shall be filled by appointment of the Village President.

The Village President, with the advice and consent of the Village
Board, may appoint from time to time on an as-needed basis subcommittees
and/or task forces to address issues under consideration by the committee
that require additional study or analysis beyond the time or expertise
of the standing committee. For advisory purposes, the Village President,
with the advice and consent of the Village Board, may appoint nonresident
members as additional nonvoting members to a subcommittee or task
force. The term for subcommittees and task forces shall coincide with
the term of the respective standing committee. Any subcommittee or
task force member absent from more than three consecutive meetings
without informing the chairperson of the committee of the reasons
therefor shall be subject to removal therefrom by action of the Village
President. Any vacancy shall be filled by appointment of the Village
President with the advice and consent of the Village Board.
Upon their initial appointment and thereafter at such times
as may be necessary, the members of the several committees created
above shall meet, organize, and adopt such rules and regulations as
may be necessary for the conduct of their business, all in compliance
with the ordinances of the Village and laws of the State of Illinois.

The several committees herein created shall have the duty and
responsibility to investigate concerns, in general compliance with
the committee scope as described in Standard Operating Procedure No.
001, as amended from time to time by Village ordinance, and to otherwise promote the best interest of the Village
with respect to such areas. Additionally, all committees shall undertake
such other particular duties and responsibilities as they may be charged
with from time to time by the Village President and Village Board.
All actions of any committee established by this Part 2 shall be advisory
in nature, and shall not in any way be binding on the corporate authorities
of the Village, or require them to take or refrain from taking any
action whatsoever in relation to the action or recommendation of the
committee.
