All improvements required under these regulations shall be constructed in accordance with the specifications and under the supervision of the official having jurisdiction in the manner prescribed below.

A. 
Streets shall be graded to full width to the edge of the right-of-way. If curb and gutters are not installed, the streets must be adequately ditched and culverts installed under driveways to provide adequate street drainage.
B. 
All streets shall comply with the following design standards:
1. 
All plans shall be signed and sealed by a certified engineer. Said plans shall be submitted to the Public Works Director for approval prior to the beginning of any street construction. All mix designs shall be submitted to the Public Works Director fourteen (14) days prior to the beginning of construction.
2. 
The roadway shall be crowned with not less than a one and one-half percent (1 1/2%) grade nor more than a two percent (2%) grade. This grade shall extend the full width of the roadway (right-of-way).
3. 
Six (6) inches of approved Type 5 *MoDOT Base aggregate, compacted to ninety-eight percent (98%) density (modified proctor).
4. 
Three (3) inches of *MoDOT Section 401 Base bituminous asphalt.
5. 
Two (2) inches of *MoDOT Type BP-1 bituminous asphalt.
6. 
Culverts shall be a minimum of fifteen (15) inches in diameter and shall be constructed only of galvanized metal or approved equal. All culverts and their size shall be approved by the Public Works Director.
7. 
Minimum cover over said culvert shall be per manufacturer specifications.
8. 
Curbs (if utilized) shall be a minimum of two (2) feet, six (6) inches in width and shall be a "barrier" type curb construction.
9. 
Curbs (if utilized) shall be constructed only from concrete.
10. 
Driveway entrances and aprons shall be paved with concrete or asphalt per Section 520.050(F) and Section 400.260(C) and/or (D) of the City of Camdenton Municipal Code. The driveway shall match the grade [slope, i.e., Subsection B(2) above] of the roadway from the edge of the street pavement for a minimum of twenty-four (24) inches in length. The entrance apron slope shall be approved by the Public Works Director in case of an elevated street curve.
11. 
No trees, bushes, sediment, large stones or construction waste shall be left in the right-of-way.

C. 
Prior to beginning construction on any street, the Public Works Director shall be notified by the contractor at least forty-eight (48) hours in advance so that an inspection can be scheduled in a timely manner.
D. 
The City Engineer or the Public Works Director shall perform site inspections at the following times:
1. 
Prior to placement of base aggregate.
2. 
During placement of base aggregate.
3. 
Prior to placement of bituminous asphalt.
4. 
During placement of bituminous asphalt.

The subdivision shall be provided with a complete water distribution system connected to the existing City water system at the location of the closest point of sufficient capacity as determined by the Public Works Director, adequate to serve the area being platted, including a connection for each lot and appropriately spaced fire hydrants in accordance with the requirements of the currently adopted edition of the International Fire Code. This connection and distribution system shall be made at the cost of the developer. The Planning and Zoning Commission shall not approve the preliminary plat thereof until the Department of Natural Resources certifies to the Planning and Zoning Commission that such water supply system is in compliance with the applicable regulations of said Department of Natural Resources.

Every subdivision shall be provided with a stormwater drainage system adequate to serve the area being platted, designed per the current Standard Guidelines for the Design, Installation, Maintenance and Operation of Urban Stormwater Systems, ASCE/EWRI 45-, 46-, 47-05, current MoDOT and Department of Natural Resources standards and otherwise meeting the approval of the officials having jurisdiction.

The subdivision shall be provided with a complete sanitary sewer system connected to the existing City sewer system at the location of the closest point of sufficient capacity as determined by the Public Works Director, including a lateral connection for each lot at the cost of the developer. Such system and connection shall comply with the regulations of the Department of Natural Resources and Clean Water Commission.

A. 
Lighting. Provisions shall be made by the developer, at their cost, for adequate lighting of public streets within the proposed subdivision in accordance with standards and specifications of the public electric utility company and the Missouri Public Service Commission. All street lighting designs shall be made in consultation with the local utility company.
1. 
Recommended lighting specifications for major streets in commercial and industrial areas:
a. 
Lighting standards shall be evenly spaced a maximum of two hundred fifty (250) feet apart with lights placed at intersections and culs-de-sac.
b. 
Mounting height shall be a minimum of twenty-five (25) feet from pavement to luminaries.
c. 
Lamppost shall be wood, aluminum, steel or fiberglass.
d. 
Lamps or luminaries shall be of the one hundred (100) watt minimum high pressure sodium type controlled by a photo cell or an approved equivalent.
2. 
Recommended lighting specifications for residential areas:
a. 
Lighting standards shall be evenly spaced a maximum of three hundred (300) feet apart with lights placed at intersections and culs-de-sac.
b. 
Mounting height shall be a minimum of twenty (20) feet when the luminary is placed over any street pavement. When the luminary is not placed over the street pavement, then the minimum height may be reduced to fourteen (14) feet.
c. 
Wood, steel, aluminum or fiberglass poles may be used.
d. 
Lamps or luminaries shall be one hundred (100) watt high pressure sodium, Mogul base, one hundred twenty (120) volt with photo cell or an approved equivalent.
B. 
Street Signs. Street name signs shall be installed in accordance with the specifications of the Planning and Zoning Commission representative, the Zoning Inspector and the County Sheriff's Department of E911 addressing.

Easements for poles or underground conduits for electric lines, CATV lines or telephone lines can be provided along rear and side lot lines if required for the particular subdivision in accordance with the Public Service Commission. Otherwise, electric, telephone and CATV lines and poles shall be placed in the platted street easements per Section 405.320(A)(6) of this Chapter and the Public Service Commission.

A. 
Permanent and other monuments shall be in accordance with the specifications established by the Planning and Zoning Commission.
1. 
Monumentation. The applicant's surveyor shall establish or confirm the prior establishment of permanent monuments at each and every controlling corner on the boundaries of the parcel or tract of land being subdivided. In addition, the applicant's surveyor shall establish at least two (2) permanent monuments for each and every block in the subdivision. Such monuments shall be placed so as to create base lines in each block from which all other points and lines in that block are laid out. The permanent monuments will be either concrete monuments, cast iron or aluminum surveyor markers or brass disk as specified in Missouri Department of Natural Resources 10 CSR 30-2.010. Three (3) Minimum Standards for Property Boundary Surveys.
2. 
Surveying Standards. All land surveys shall meet the requirements of the current Minimum Standards for Property Boundary Surveys adopted by the Missouri Department of Natural Resources 10 CSR 30-2.010 through 10 CSR 30-2.110.

A. 
Construction plans, including the following, for improvements to be installed shall be prepared by a qualified registered professional engineer and submitted in accordance with the specifications of the official having jurisdiction and no improvements shall be installed until and unless said plans have been received and approved by the said officials.
1. 
Center Line Profile. The center line profile of each proposed street with tentative grades indicated.
2. 
Street Cross Section. The cross section of each proposed street showing the width of pavement, the location and width of sidewalks and the location and size of utility mains.
3. 
Sewer Plans And Profiles. The plans and profiles of proposed sanitary sewers, with grades and sizes indicated, or method of sewage disposal.
4. 
Water Distribution Plan. A plan of the proposed water distribution system showing pipe sizes and the location of valves and fire hydrants.
5. 
Stormwater Plan. The plans and profiles of permanent and construction stormwater systems.

Prior to starting any of the work covered by the above plans, after approval thereof, the developer shall make arrangements to provide for inspection of the work sufficient, in the opinion of the Public Works Director, to assure compliance with the plans and specifications as approved and written approval obtained from the Planning and Zoning Commission or its representative.

The developer shall maintain and keep in repair all required improvements for a period of one (1) year from the date the constructed improvements are inspected and approved by the Public Works Director. A final inspection after the one-year maintenance period shall be required by request to the Public Works Director.

A. 
The construction of all improvements required by these rules and regulations shall be completed.
1. 
After fulfilling Section 405.470, the developer shall submit to the City of Camdenton an application for "Request for Acceptance of Subdivision" and all required documentation.
2. 
The Public Works Director will verify that requested items and infrastructure, including streets, storm drainage, water and sewer lines, street lights and sidewalks (if installed) meet current City of Camdenton ordinances and design guidelines.
3. 
Upon verification by the Public Works Director, the request with all required documentation shall be forwarded to the Board of Aldermen. The final decision to accept the request is at the discretion of the Board. Documentation shall include:
a. 
Bill of sale for streets and right-of-way, water and sewer lines, street lights and sidewalks (if installed);
b. 
Legal descriptions of streets and right-of-way;
c. 
Warranty deed for streets;
d. 
One (1) final plat of subdivision.
4. 
Upon approval of the Board, separate ordinances will be drafted for the general warranty deed and the bill of sale and placed before the Board at the next scheduled meeting.
5. 
Upon passage of the ordinance(s), the warranty deed will be recorded with the Recorder of Deeds for Camden County.
6. 
Section 405.210, Guarantee of Construction and Compliance, of this Chapter, shall remain in effect until acceptance of the subdivision by the Board of Aldermen and the execution of the required documents.
