The authority to purchase goods and services for the Borough of Wood-Ridge shall be vested with the Borough Administrator who may delegate said authority to other officers, employees, and volunteers of the Borough, subject to the laws and regulations of the State of New Jersey and the purchasing procedures and policies of the Borough.
A. 
The Borough of Wood-Ridge hereby adopts the contracting unit bid threshold afforded to purchasing agents holding the qualified purchasing agent certification pursuant to N.J.A.C. 5:34-5.4.
B. 
The Borough Administrator shall have the authority to establish lower purchasing threshold limits for all Borough officers, employees, and volunteers.
The Borough Administrator shall establish purchasing procedures and policies to regulate the acquisition of goods and services for the Borough, the purchasing authority and responsibilities of Borough officers, employees, and volunteers, and the safeguarding of the funds, resources, goods, inventories, and property of the Borough.
A ledger of fixed assets costing over the amount of $5,000 shall be maintained by Borough staff, as designated by the Borough Administrator. The Borough Administrator shall monitor and periodically review the ledger for completeness and accuracy.
Authorized officials may make emergency purchases and/or award emergency contracts when an emergency affecting the public health, safety or welfare of the residents and/or property of the Borough requires the immediate delivery of goods or performance of services, pursuant to N.J.S.A. 40A:11-6 and N.J.A.C. 5:34-6, subject to the following conditions:
A. 
The following officials are authorized to determine and/or confirm that an emergency exists: Mayor, Borough Administrator, Borough Clerk, Borough Engineer, DPW Superintendent, Police Chief, Fire Chief, Emergency Management Coordinator, Construction Code Official and the designated deputy of an official named herein, acting under the authority and in the absence of said official.
B. 
The Mayor, the Borough Administrator, the Borough Clerk, the Chief Financial Officer, or the Purchasing Agent, or any acting official thereof, is authorized to make emergency purchases and/or award emergency contracts. In the absence of these officials, the designated deputy of an official named herein, or an official authorized to determine and/or confirm the existence of an emergency, may make emergency purchases and/or award emergency contracts. The official authorizing an emergency purchase and/or contract shall notify the Borough Administrator within 48 hours of making said authorization.
C. 
If the cost of an emergency purchase and/or contract exceeds the public bidding threshold, the Mayor and Borough Council shall adopt a resolution confirming the emergency and approving the emergency purchase and/or contract and said resolution shall be submitted to the New Jersey Division of Local Government Services.
