Any telegraph, telephone or other company doing business in the City, or desiring to do business in the City, and using poles to carry wires for the transmission of electric power or current, is hereby authorized to set its poles, wires and other fixtures along, across or under any of the public streets and alleys of the City, subject to the regulations provided by this Chapter.

Whenever, in the judgment of the City Council, the use of any alley for the placing of poles is practicable, the poles of a company referred to in Section 540.010 shall be placed upon and along the alley, instead of along and upon the street parallel thereto. When the poles are set in any alley, they shall be placed as near the side line of such alley as practicable, and in such manner as not to inconvenience the public or the adjoining proprietors or residents.

The right is hereby granted to all companies mentioned in Section 540.010 to trim trees, brush or hedges upon and overhanging the streets, alleys, sidewalks and public places of the City, so as to prevent such foliage from coming in contact with wires and cables; provided, that all of such trimming shall be done under the supervision and direction of the Governing Body of the City or of any City Official to whom such duties have been or may be delegated.
