The Township Council acknowledges the historical, environmental
and educational benefits of preserving the Morris Canal and recognizing
the Canal's impact on the Township of Bloomfield and its inhabitants.
In order to implement the preservation and recognition of the historical,
environment and educational benefits of the Morris Canal, the Township
of Bloomfield hereby designates the existing and former bed of the
Morris Canal as Morris Canal Greenway.
There is hereby established the Morris Canal Greenway Committee
which shall consist of seven members whose terms and powers are hereinafter
set forth.
The Morris Canal Greenway Committee shall be comprised of the
following persons:
A.
One member of the Township Council of the Township of Bloomfield
appointed by the Township Council.
B.
The DPW Director of the Township of Bloomfield appointed by the Township
Council.
C.
Three residents of the Township appointed by the Township Council.
D.
Two representatives from other organizations that represent active
involvement in the preservation of the Morris Canal in New Jersey
to serve as advisors. The two representatives need not be residents
of the Township.
A.
The terms of office for members of the Morris Canal Greenway Committee
shall be as follows:
(1)
The member of the Township Council appointed to the Morris Canal
Greenway Committee shall have a term of three years.
(2)
The Township DPW Director shall be appointed for a term of one year.
(3)
The two representatives from other organizations that represent active
involvement in the preservation of the Morris Canal and shall be appointed
for a term of one year.
(4)
The three residents of the Township shall be appointed by the Township
Council and shall serve for a period of three years, except that the
respective terms of office of the originally appointed members shall
be as follows:
B.
The term of each member, except for the initial term, shall begin
on the first day of January.
A.
The powers and duties of the Morris Canal Greenway Committee shall
be limited to those enumerated herein. The Morris Canal Greenway Committee
shall serve in an advisory capacity to the Township Council of the
Township of Bloomfield.
B.
The Morris Canal Greenway Committee shall prepare reports and recommendations
for actions that the Council should consider implementing to protect
and enhance the portions of the Morris Canal still in existence. Furthermore,
the Committee shall make recommendations for actions that the Council
should consider implementing, acknowledging the Canal in developed
areas in the Township in which the Canal was located but it is no
longer visible.
C.
After reviewing the reports and recommendations received by the Morris
Canal Greenway Committee, the Township Council may proceed to take
the actions recommended subject to the financial constraints established
by the Township Council.
D.
The Morris Canal Greenway Committee shall hold public meetings in
accordance with the Open Public Meetings Act (N.J.S.A. 10:4-6 et seq.),
and the Committee shall give appropriate notification of said meetings.
E.
The Morris Canal Greenway Committee shall select from among its members
a Chair and Vice Chair to serve as the presiding officer in the absence
of the Chair. The Chair and Vice Chair shall serve for a period of
one year, and no Chair or Vice Chair shall serve more than two year
consecutive terms. The Committee shall also select a Secretary, whose
function shall be to maintain minutes of the Committee's meetings
and records of the proceedings of the Committee.
