The boundaries of Ward Numbers l, 2 and 3 of the City of Eureka are hereby changed to encompass the areas described below; as indicated on the Ward District Boundary Map which is on file in the City Clerk's office:
(a) 
All the area of the City of Eureka lying and situated to the north of lnterstate 44 right-of-way, west of the rear property lines of lots fronting on Orchard Lane, south and west of the Ender Bush Estates Subdivision to include the properties of Hilltop Village and the southern property line of Forby Estates Subdivision where it meets and includes the property located at 300 and 401 Forby Road, following the northern boundary line of the City to include all properties within the northern boundary line where it meets the City boundary line to the west and Interstate 44 is hereby designated as comprising Ward Number 1.
(b) 
All the area of the City of Eureka lying and situated to the eastern and northern boundary line of the City, including the Emerald Forest Subdivision, following the western property line of the Rockwood School District to the northern property line of 300 Forby Road traveling along the western and southern property line of Ender Bush Estates Subdivision to the rear property line of homes fronting Orchard Lane, traveling along the northern line of West Fifth Street to where it crosses Interstate 44, including properties on the north side of West Main Street where it meets the northern property line of 215 Sheerin Avenue, to the property line of 353 Bald Hill Road, including all properties along Brock Road and Bald Hill Road to where it meets Highway 109/W and crossing to include the properties in Windswept Farms Subdivision, traveling north and crossing Highway W to include all properties within the City boundary line at the Meramec River where it meets the eastern boundary line of the City is hereby designated as comprising Ward Number 2.
(c) 
All the area of the City of Eureka lying and situated south of the southern right-of-way line of Interstate 44, and properties west of the rear lot lines of the properties located on Bald Hill Road and Brock Road, and properties north of the southern boundary line of the City is hereby designated as comprising Ward No. 3.

The general election for the elective officers of the City shall be held on the first (1st) Tuesday after the first (1st) Monday in April of each year. This election shall be known as the annual general City election. The officers to be elected at such election shall be as follows:
(a) 
There shall be elected a mayor, a marshal and a collector at every other odd-year election. The mayor, marshal and collector shall each serve for a term of four (4) years.
(b) 
There shall be elected one (1) alderman from each ward at the odd-year election. Each alderman shall serve for a term of two (2) years.
(c) 
There shall be elected one (1) alderman from each ward at the even-year election. Each alderman shall serve for a term of two (2) years.

Special elections, when called by the Mayor, or the person occupying the office of Mayor, to fill a vacancy in an elective office shall be provided for by ordinance or resolution of the Board of Aldermen, as it is in the case of any other election. Special elections to fill a vacancy or other purpose shall be conducted the same as other elections in all respects.

(a) 
A candidate for any elective office in the City of Eureka, Missouri, shall, not sooner than 8:00 A.M. on the seventeenth (17th) Tuesday prior to the election and not later than 5:00 P.M. on the fourteenth (14th) Tuesday prior to the election, file a written Declaration of Candidacy with the City Clerk of Eureka, Missouri, on a form provided by the City Clerk.
(b) 
The Declaration of Candidacy provided for in Subsection (a) hereof must be actually received and accepted in person in the office of the City Clerk of Eureka, Missouri, by 5:00 P.M. on the fourteenth (14th) Tuesday prior to the election. Only the names of such declared and accepted candidates shall appear on the official election ballot.

The City Clerk shall certify to the St. Louis County Board of Election Commissioners by the tenth (10th) Tuesday prior to the election the list of candidates and offices to be voted on in that election in the form prescribed by the St. Louis County Board of Election Commissioners.

The City Clerk shall cause a notice of all elections to be given as required by the Revised Statutes of Missouri, as amended.

All citizens of the United States, over the age of eighteen (18) years, who are residents of the State and the City, and no other persons, shall be entitled to vote at all City elections, unless such persons are excluded from voting as provided in Section 115.133, RSMo. Provided, that if the election is one for which registration is required that such person must be registered no later than 5:00 P.M., or the normal closing time of any public building where the registration is being held if such time is later than 5:00 P.M., on the third (3rd) Wednesday prior to the election. In no case shall registration for an election extend beyond 10:00 p.m. on the third (3rd) Wednesday prior to the election. Provided further, that if the election is one for which registration is not required, that such person must have been a resident of the City for thirty (30) days next preceding the election for which such person offers to vote. Provided further, that where registration is required that such a person is registered upon the registration books of the Board of Election Commissioners of the County and thereby shown to be qualified as a voter at elections under the jurisdiction of the Board. Provided further, that each voter shall vote in the ward in which he resides.

The polling places shall be open from 6:00 A.M. to 7:00 P.M.

All elections shall be conducted by the county board of election commissioners in a manner prescribed by such regulations as the board of election commissioners may promulgate from time to time with reference to the conduct of the elections by cities of the fourth class in the county. The responsibility for judges, polling books, ballots, preserving ballot boxes, establishing polling places, etc., shall be the sole responsibility of the board of election commissioners.
