No person shall at any time fire torpedoes or other explosive
articles or discharge any firearms or cannon unless in the exercise
of a duty required or justified by law in any street or way, near
any vehicle passing thereon or any dwelling house.
No person, unless otherwise empowered by law, shall canvass,
distribute or sell papers (other than newspapers), circulars, books,
merchandise, or services house to house throughout the Town without
a permit from the Select Board. Said permit shall be issued by the
Chief of Police for use on specified dates, during daylight hours,
and only after a list of all names and addresses of solicitors has
been filed with the Police Department. The fee for said permit shall
be $5 for each solicitor.
No person shall keep a dog which, by barking, biting, or howling,
disturbs the quiet and endangers the safety of the public.
A.
No person shall continue to stand, sit, or loiter in or about any
street, sidewalk or any public way so as to deliberately obstruct
the free passage of travelers or vehicles thereon, after being directed
by a police officer to move on or disperse. It shall be deemed a breach
of the peace and it shall be the duty of any police officer to order
any person so acting to deliberately obstruct the free passage of
travelers or vehicles to move on and disperse; and if the person so
warned does not forthwith obey, to remove said person or to arrest
and cause such person to be brought before a justice of the District
Court of Bristol County, Attleboro, Massachusetts upon a complaint
made for a violation of the provision of the preceding subsection.
B.
The provisions of this section are severable and if any of its provisions
shall be held unconstitutional or invalid by any court of competent
jurisdiction, the decision of said court shall not affect or impair
any of the remaining sections.
No person shall enter upon the premises or property of another
with the intention of peeping or spying into the windows of a dwelling
house therein, and no person shall peep, spy, or otherwise covertly
observe any person or persons in said dwelling house.
No person shall in any public park (including any boundary road
thereof) or other public place (including any parkway) under the control
of the Select Board acting as the Park Commission, hereinafter referred
to as the "Park Commission":
A.
Beg or canvass for alms; or
B.
Act in an obscene or indecent manner; or
C.
Drink or be under the influence of intoxicating liquor; or
D.
Break a bottle or other article of glass; or
E.
Drop or place and suffer to remain, except in a receptacle provided
for the purpose, any bottle, can, paper, or other thing; or
F.
Enter or remain in any public park between the hours of 11:00 p.m.
and 7:00 a.m. on any day except for the purpose of going through such
park on the walks or malls thereof.
The penalty for violation of any provision of any section of
this bylaw shall be a fine of not more than $300 for each violation,
unless otherwise specified in the General Laws of the commonwealth.
