All peddlers, solicitors, and canvassers within the City of
Bridgeton shall be required to apply for and obtain a peddler or solicitor
license (as appropriate) pursuant to the requirements of this chapter.
All peddlers shall be required to conspicuously display their
license on their vehicle or cart. Solicitors and canvassers shall
wear their badges constantly and conspicuously on the front of their
outer garment.
It shall be the duty of any police, code enforcement, or zoning
officer of the City of Bridgeton to require any person seen within
the city limits peddling, soliciting, or canvassing who is not properly
displaying the required identification to produce their license, and
otherwise enforce the provisions of this chapter for anyone found
to be violating the same.
As used in this chapter, the following terms shall have the
meanings indicated:
CANVASSING
The act of conducting non-sales-related survey or poll (traveling
from one location to another), obtaining information from the public
for various purposes such a political poll, property assessments,
residential or animal censuses, etc.
CHARITABLE/PHILANTHROPIC
Terms used to describe organizations, associations, and societies
that are patriotic, religious, benevolent, educational, civic, or
fraternal.
CONTRIBUTION
A contribution is the uncompensated act of giving something
such as property, products, or money.
PEDDLER (HAWKER/HUCKSTER)
Types of vendors who sell products to the public, on streets,
or from door-to-door. They typically carry or transport their products
from one location to another and do not sell them at a fixed place
of business that pays real property taxes.
PERSON
The term "person" shall include organizations such as a firm,
partnership, corporation, company, association, church, religious
denomination, society, class or league.
PRODUCT
Anything that can be offered to anyone that might satisfy
a want or need, such as food, beverages, services, supplies, etc.
PROPERTY
Something owned; a possession whether tangible or intangible
to which its owner has legal title.
SERVICE
An act or any variety of work such as yard cleanup, driveway
seal coating, etc., performed for others in return for some form of
compensation, typically monetary.
SOLICITATION
The act of making a request (directly or indirectly) for
something of value, such as money, property, financial assistance,
future business, etc.
SOLICITOR
Someone who travels from one location to another seeking
to take orders for the sale of products or personal property of any
nature for future delivery, or for services to be furnished or performed
in the future, whether or not the individual has, carries or exposes
for sale a sample of the subject of the sale, and whether or not he
accepts an advance payment for the goods.
SPECIAL EVENT
One so declared by the Mayor, Business Administrator, or
the Director of Recreation and Public Affairs.
VENDOR
Anyone who transfers property, products, or services by sale
or barter.
