The City Attorney shall attend all meetings of the Board of Aldermen when so requested, act as the legal advisor of the City and its Officers, give his opinion to any City Officer upon any matter affecting the interest of the City, either orally or written, prosecute and make the affidavits for all appeals and writs of error in behalf of the City. The City Attorney shall also prosecute all cases before the Municipal Judge wherein a violation of this Code or the ordinances of the City is charged with the exception that if the Mayor so appoints a separate Prosecuting Attorney the Prosecuting Attorney duties shall be to prosecute all cases before the Municipal Judge wherein a violation of this Code or the ordinances of the City is charged, and exercise the further duties as set forth in Section 130.080.

A. 
The City Attorney shall, only upon a request made by any member of the Board of Aldermen or the Mayor, draft a proposed ordinance for the City.
B. 
Notwithstanding the foregoing, a vote may be taken, by the Board of Aldermen, on a proposed ordinance and/or amendment thereto without said ordinance and/or amendment thereto having been drafted and/or revised by the City Attorney.

The Mayor, with consent and approval of the majority of the members elected to the Board of Aldermen shall have the power to appoint special counsel when the Mayor and Board of Aldermen deem it necessary and expedient, to provide special expertise and in particular, prosecute and/or to aid the City Attorney.
