Every owner of a dog or cat more than four (4) months of age (the word "owner" when used herein includes every person, partnership, company, or corporation who owns, harbors, keeps or has custody of a dog or cat) shall annually during the month of January or within thirty (30) days after such dog or cat becomes four (4) months of age, obtain a license therefor. The license year shall commence on January first (1st) and end on the following December thirty-first (31st). With respect to dogs and cats first brought into the City after the enactment of this Article, an owner or custodian shall procure a license for said animal within thirty (30) days after the animal is brought into the City or when said animal reaches the age of four (4) months, whichever occurs last. The parent or guardian of any minor claiming ownership of any dog or cat shall be deemed to be the owner of such animal and shall be responsible to comply with this Article and shall be charged for all penalties imposed by this Article.
