It shall be unlawful for any person to keep, harbor or have custody of any domestic pet within the City, unless the same shall have been vaccinated against rabies by a qualified veterinarian. The presence of any pet which does not have a collar with a current vaccination tag attached thereto shall be prima facie evidence of a violation of this Section.

It shall be unlawful for any person to own, keep, harbor or have custody of any dog or cat within the City unless the same shall have been licensed as is hereinafter set forth. This Section shall not apply to authorized feral cat caretakers as defined in this Code.

The presence of any dog or cat which does not have a collar with a current license tag attached thereto shall be prima facie evidence of violation of this Section. This Section shall not apply to authorized feral cat caretakers as defined in this Code.

Every owner of a dog or cat more than four (4) months of age (the word "owner" when used herein includes every person, partnership, company, or corporation who owns, harbors, keeps or has custody of a dog or cat) shall annually during the month of January or within thirty (30) days after such dog or cat becomes four (4) months of age, obtain a license therefor. The license year shall commence on January first (1st) and end on the following December thirty-first (31st). With respect to dogs and cats first brought into the City after the enactment of this Article, an owner or custodian shall procure a license for said animal within thirty (30) days after the animal is brought into the City or when said animal reaches the age of four (4) months, whichever occurs last. The parent or guardian of any minor claiming ownership of any dog or cat shall be deemed to be the owner of such animal and shall be responsible to comply with this Article and shall be charged for all penalties imposed by this Article.

Before a dog or cat license may be issued said dog or cat must be vaccinated and the owner or custodian of said animal shall present a vaccination certificate signed by a licensed veterinarian indicating that the period of time elapsing from the date of vaccination to the date of expiration of the license being issued does not exceed fourteen (14) months.

The City shall issue to the person making application for said license a tag with the date of the expiration thereon and the words "City of Pacific" and "animal license" plainly inscribed thereon and it shall be the duty of the City of Pacific to enter into a register kept by the City for that purpose, the name and address of the owner or custodian of all dogs and cats licensed with the description of such dogs and cats, the number of the license tag and date of its issuance.

Any dog or cat not bearing a Pacific City license tag shall be impounded and seized and one of the conditions of said animal's redemption shall be to obtain a license for said dog or cat by the owner or custodian thereof. This Section shall not apply to authorized feral cat caretakers as defined in this Code.

Any owner as defined above who violates this Article and is found guilty, shall pay a fine of not less than one dollar ($1.00) and not more than five hundred dollars ($500.00) or be sentenced to a term of not more than ninety (90) days in the City Jail, or be punished by both such fine and imprisonment.
