A. 
Upon all streets in the City of sufficient width, a vehicle shall be driven upon the right half of the roadway, except as follows:
1. 
When overtaking and passing another vehicle proceeding in the same direction under the rules governing such movement.
2. 
When placing a vehicle in a position for and when such vehicle is lawfully making a left turn in compliance with the rules governing such movement.
3. 
When the right half of the roadway is closed to traffic while under construction or repair.
4. 
Upon a roadway designated by markings or signs for one-way traffic.

Whenever any highway has been divided into two (2) roadways leaving an intervening space or a physical barrier or a clearly indicated divider section which seeks to avoid friction between opposing movements of traffic and is so constructed or marked, every vehicle shall be driven only upon the right-hand roadway, and no vehicle shall be driven over, across or within any such clearly constructed or marked dividing space, barrier or section, except through an opening in such or at a crossover or intersection established by public authority.

A. 
Manner. The operator of any vehicle overtaking another vehicle proceeding in the same direction shall first sound his horn before beginning such movement, and then shall pass at a safe distance to the left thereof, and shall not again drive to the right side of the highway until safely clear of such overtaken vehicle.
B. 
Limitations. The operator of a vehicle shall not drive to the left side of the center line of a highway in overtaking and passing another vehicle proceeding in the same direction unless such left side is clearly visible and is free of oncoming traffic for a sufficient distance ahead to permit such overtaking and passing to be made in safety.
C. 
Duty of Overtaken Operator. The operator of a vehicle upon a highway about to be overtaken and passed by another vehicle approaching from the rear shall give way to the right in favor of the overtaking vehicle on suitable and audible signal being given by the driver of the overtaking vehicle, and shall not increase the speed of his vehicle until completely passed by the overtaking vehicle.
D. 
Overtaking on the Right. The driver of a motor vehicle may overtake and pass to the right of another vehicle only under the following conditions:
1. 
When the vehicle overtaken is making or about to make a left turn;
2. 
Upon a street with unobstructed pavement of sufficient width for two (2) or more lines of vehicles in each direction;
3. 
Upon a one-way street;
provided however, such driver may overtake and pass to the right of another vehicle only when such movement may be made in safety. In no event shall such movement be made by driving off the paved or main-traveled portion of the roadway.
E. 
When Prohibited. No vehicle shall at any time be driven to the left side of the roadway under the following conditions.
1. 
When approaching the crest of a grade or upon a curve of the highway where the driver's view is obstructed within such distance as to create a hazard in the event another vehicle might approach from the opposite direction.
2. 
When the view is obstructed upon approaching within one hundred (100) feet of any bridge, viaduct or tunnel or when approaching within one hundred (100) feet of or at any intersection or railroad crossing.

The Traffic Engineer is hereby authorized to locate and mark with yellow lines in or adjacent to the center of the road those sections of roads in which passing a vehicle traveling in the same direction is prohibited by City ordinance, or in which such passing is found by the Police Department to be unsafe, considering the contour of the ground, the direction and width of the road, the presence of connecting or cross roads and the adjacent land uses. It shall be unlawful for any person to operate a vehicle across such yellow lines when located in the traffic lane in which such vehicle is traveling.

Operators of vehicles proceeding in the opposite direction shall pass each other to the right, each giving to the other at least one-half (½) of the main-traveled portion of the roadway as nearly as possible.

A. 
Generally. The driver of a vehicle approaching an intersection shall yield the right of way to a vehicle which has entered the intersection from a different street; provided however, there is no form of traffic-control at such intersection.
B. 
Two Vehicles at Same Time. When two (2) vehicles enter an intersection from different streets at approximately the same time, the driver of the vehicle on the left shall yield the right of way to the driver of the vehicle on the right. This Section shall not apply to vehicles approaching each other from opposite directions when the driver of one (1) of such vehicles is attempting to make, or is making, a left turn.
C. 
Left Turns.
1. 
The driver of a vehicle within an intersection intending to turn to the left shall yield the right of way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard.
2. 
The driver of a vehicle intending to make a left turn into an alley, private road or driveway shall yield the right of way to any vehicle approaching from the opposite direction when the making of such left turn would create a traffic hazard.
D. 
Emerging From Alley, Private Road. The driver of a vehicle about to enter or cross a street from an alley or any private road or driveway shall yield the right of way to all vehicles approaching on such street.
E. 
When Stop Required. The driver of any vehicle shall stop such vehicle at the entrance to a through street and shall yield the right of way to other vehicles which have entered the intersection on the through street or which are approaching so closely on the through street as to constitute an immediate hazard.

The operator of a motor vehicle shall not follow another vehicle more closely than is reasonable and prudent, having due regard to the speed of such vehicle and his ability to stop if necessary and the traffic upon and the condition of the roadway.

No person shall drive a motor vehicle in such manner or condition that excessive and unnecessary noises shall be made by its machinery, motor, tires, signaling device, or other parts, or by any improperly loaded cargo.

A. 
It shall be unlawful for the operator of any motor vehicle intentionally to harass or alarm another person who is inside a motor vehicle by intentionally or knowingly:
1. 
Increasing or decreasing the speed of his or her vehicle;
2. 
Changing lanes, excessive passing or swerving toward another vehicle;
3. 
Following the other person's vehicle more closely than is reasonable or prudent under the totality of the circumstances;
4. 
Impeding, stopping or obstructing the operation of the other person's motor vehicle; or
5. 
Operating his or her vehicle in a manner that endangers or would be likely to endanger any person or property.
B. 
Every person convicted of violating this Section shall be punished by a fine of not less than one dollar ($1.00) and not greater than five hundred dollars ($500.00) and/or incarceration in Jail for not less than one (1) day or more than ninety (90) days, or by both such fine and imprisonment.
