It shall be an offense for any person to operate a motor vehicle upon the streets of the City unless such vehicle has displayed thereon, in accordance with law, proper and valid State license plate or plates.

A. 
It shall be unlawful and an offense for any person to:
1. 
Make a replica, facsimile or counterfeit of any number, plate or tag issued by any Officer of the City evidencing the payment of a license tax or fee for any vehicle;
2. 
Erase or change the numbers on any plate or tag;
3. 
Erase, alter or change the factory numbers on any motor vehicle while such vehicle is capable of being used as a self-propelled motor vehicle or capable of being used in the operation, construction, reconstruction or repair of any other motor vehicle;
4. 
Use any replica, facsimile or counterfeit of any such number, plate or tag; or
5. 
Knowingly use any motor vehicle with such number, plate or tag so altered or changed.

No person who is not the owner thereof shall drive, operate or have in his possession any motor vehicle without the permission or authority of the owner of such vehicle.

A. 
It shall be unlawful for any person to operate any motor vehicle upon any public street or thoroughfare within the limits of the City without having proof of motor vehicle financial responsibility as prescribed in Chapter 303, RSMo.
B. 
Any person operating a motor vehicle who violates Subsection (A) of this Section and is found guilty for which no penalty is otherwise provided, shall pay a fine of not less than one dollar ($1.00) and not more than five hundred dollars ($500.00) or be sentenced to a term of not more than ninety (90) days in the City Jail or to be punished by both such fine and imprisonment.

A. 
It shall be unlawful for any person to operate any motor vehicle upon any public street or thoroughfare within the limits of the City without a current State Inspection Sticker, Seal or other device from a duly authorized Official Inspection Station displayed upon the motor vehicle as prescribed by Chapter 307, RSMo.
B. 
Any person operating a motor vehicle who violates Subsection (A) of this Section and is found guilty shall pay a fine of not less than one dollar ($1.00) and not more than five hundred dollars ($500.00) or be sentenced to a term of not more than ninety (90) days in the City Jail or be punished by both such fine and imprisonment.
