A. Objects Prohibited. It shall be unlawful for any person
to place any object on the public sidewalks or the strip between the
sidewalks and the street at any time within the City, except signs
erected or placed by the City, emergency signs affecting the public
safety, United States mailboxes, refuse cans, a book return unit for
the Pacific Service Center of Scenic Regional Library, and such other
objects as may be placed by the City or authorized by the Commissioner
of Public Works.
B. Plantings Permitted — Conditions. Owners of property
directly adjacent to the street may plant flowers, ground cover or
other vegetation in the strip between the sidewalk and street, subject
to any requirements as may be imposed by the Commissioner of Public
Works and further provided that such property owner shall:
1. Properly maintain such vegetation at a height no greater than twenty-four
(24) inches,
2. Shall prevent such vegetation from encroaching on any pavement, and
3. Shall be responsible to prevent or repair damage as may be caused
from such plantings.

In the event that the City needs to alter, remove, excavate
or otherwise disturb the area of such vegetation, it may do so with
or without notice to the homeowner and the City shall have no obligation
to restore the vegetation or compensate for such removal.

All wires, ropes and cables within the City limits shall be
constructed and maintained in such a manner that said wires, ropes
and cables shall be at a uniform distance of not less than eighteen
(18) feet above the ground along and across all public streets and
alleys.

All persons shall keep the concrete sidewalks in front of the
premises or vacant lots owned or occupied by them swept and clear
of mud, dirt and filth, and after any fall of snow to cause the same
to be immediately removed from said sidewalk into the carriageway
of the street. Where houses are occupied by several tenants, it shall
be the duty of the person or persons occupying the premises nearest
the street to comply with the requirements of this Section.

No person shall allow any vegetation (trees, shrubs, grasses,
etc.) or any other object, to be so located as to unreasonably obstruct
the view of approaching or cross traffic at any street intersection.

No person shall sweep any dust, dirt, leaves, limbs or any refuse
or rubbish whatever from any building, store, yard or premises of
any kind or character, upon or into the sidewalks, streets, alleys
or other public ways in the City.

No person shall dam, stop, damage, destroy, molest or interfere
in any way with any sewer, drainpipe, gutter or culvert or with the
natural course of drainage, established by the City, of any avenue,
street, alley or other public grounds of the City.
