The Council of the City of Oil City does find and declare that there is need for a redevelopment authority to function within the territorial limits of the City of Oil City.

The Clerk of City Council is hereby directed to file a certified copy of this article with the Department of State of the Commonwealth of Pennsylvania and a duplicate thereof with the State Planning Board of the said commonwealth.
The appropriate officers of the City of Oil City are hereby authorized and directed to do all other acts and things necessary or desirable in connection with the incorporation of the Redevelopment Authority of the City of Oil City.
