The Council hereby signifies its intention and desire to organize an Authority under the provisions of the Parking Authority Law of the Commonwealth of Pennsylvania as follows: the Act of June 5, 1947, P.L. 458, as amended.[1]

The Mayor and the City Clerk are hereby authorized and directed to execute, on behalf of the City of Oil City, Articles of Incorporation for said Authority in substantially the following form:[1]

The proper officers of the City are hereby directed to cause a notice of the substance of this article and of the proposed filing of said Articles of Incorporation to be published one time in a newspaper published and of general circulation in the County of Venango as directed by the Act of June 5, 1947, P.L. 458, as amended.
The Mayor and City Clerk are directed to file said Articles of Incorporation, together with said proof of publication, with the Secretary of the Commonwealth, and to do all other acts and things necessary or appropriate to effect the incorporation.
The following named persons, who have been appointed by the Mayor of the City of Oil City in the manner provided by law, shall be the first members of the Board of the Authority, and their terms of office shall commence on the date of the appointment and shall be computed from July 15, 1957.[1]
