It is the desire of the City of Oil City, Venango County, Pennsylvania, in cooperation with the City of Titusville and the City of Franklin and the County of Venango, acting through their City Councils and Commissioners of said County, and the City Council of the City of Oil City hereby signifies its intention, jointly with the City of Titusville and the City of Franklin and the County of Venango, to organize an authority under the Municipality Authorities Act of May 2, 1945, P.L. 382, as amended.[1]

It is the intention to exercise the powers granted hereunder for facilities and equipment for the disposal of ashes, garbage, rubbish and other refuse materials by incineration, landfill or other methods.
Any contracts between the City of Oil City and any other person, firm or corporation for collection, removal or disposal of ashes, garbage, rubbish and other refuse material are terminable at the option of the City within six months from the date this article becomes effective.
Pursuant to said desire and intention of the City of Oil City in cooperation with the City of Titusville and the City of Franklin and the County of Venango, through the Commissioners of said County, and in conformance with the terms and provisions of said Municipality Authorities Act of 1945 and its amendments, the proposed Articles of Incorporation are set forth in full in form attached hereto and made a part hereof.[1]
