A. The School Board shall consist of six members, each of whom shall
hold office until his successor has qualified, unless sooner removed
by death, resignation, or other cause. One Board member shall be elected
from each of the four wards established for City Council elections.
The other two members shall be elected at-large.
B. All Board members shall be elected for terms of four years. The manner of election of Board members shall be as prescribed in Chapter
30 of this Code.

The system of public free schools shall be managed and conducted
by the School Board, with such principals, teachers and employees
as it may deem necessary and shall appoint. The School Board shall
have the right to dispense with the services of any and all principals,
teachers, and employees according to provisions of the Code of Virginia.

The School Board shall elect such officers and adopt such rules
and regulations for the organization of the School Board and for the
government of the schools as will, in its judgment, be conducive to
the efficiency thereof, not inconsistent with the constitution and
laws of the state in reference to public free schools.
