The name of the public body described in this division is the Rappahannock Regional Jail Authority.

A. 
The Rappahannock Regional Jail Authority is established pursuant to an agreement dated January 27, 1995, by and among the counties of King George, Spotsylvania, and Stafford, and the City of Fredericksburg.
B. 
The authority shall enjoy all of the powers set forth in Code of Virginia, § 53.1-95.2 et seq., as well as all other powers contained in the Code of Virginia applicable to regional jail authorities.

The purposes and duties of the Rappahannock Regional Jail Authority shall be to design, construct, and operate the Rappahannock Regional Jail, together with any additions or improvements thereto, to operate the existing regional security center, and to conduct programs as alternatives to incarceration.

A. 
The member jurisdictions of the Rappahannock Regional Jail Authority shall consist of the County of King George, the County of Spotsylvania, the County of Stafford, and the City of Fredericksburg, and any other political subdivision that may join the authority.
B. 
The powers of the authority shall be exercised by a Board, which shall consist of three representatives from each of the member jurisdictions set forth in Subsection A of this section. One of the City's representatives shall be the sheriff. The other two shall be appointed, and shall serve until replaced, by the City Council. Alternate members may be appointed by the City Council or the sheriff, respectively.

The Board of the Rappahannock Regional Jail Authority shall establish bylaws governing the election of officers, the scheduling of meetings and notice therefor, and other procedural matters.
