The name of the Board described in this division is the Rappahannock Regional Solid Waste Management Board.

The purpose of the Rappahannock Regional Solid Waste Management Board shall be to operate and maintain the regional landfill for the use and benefit of the citizens of the City and Stafford County. The duties and powers of the Board shall be limited to those set forth in a contract entitled "Operational Agreement for Regional Landfill" between the City Council and the Board of Supervisors of Stafford County, adopted by the City Council on November 24, 1987.

A. 
The City Council shall name three members of the Rappahannock Regional Solid Waste Management Board.
B. 
One member shall be the City Manager and shall serve during his tenure as City Manager.
C. 
The other two members shall be members of the City Council and shall serve indefinite terms.
D. 
Two alternates shall be named by the City Council to serve as full voting members of the Board, in the event that any of the two City Council members are unable to attend meetings or fulfill their duties. The alternates shall be members of the City Council and shall serve indefinite terms. In addition, the City Manager may select an alternate, who shall be a deputy or assistant of the City Manager, to serve as a full voting member of the Board in the event that the City Manager is unable to attend meetings or fulfill his duties.
