The name of the public body described in this division shall be the Stafford Regional Airport Authority.

A. 
The Stafford Regional Airport Authority is established pursuant to an agreement, dated August 16, 1990, among the City of Fredericksburg, the County of Stafford, and the County of Prince William, all political subdivisions of the commonwealth.
B. 
The purpose of the authority is to develop, construct, and operate an airport in a mutually agreeable location in order to provide incentives for regional economic development and to improve the transportation alternatives available to the residents of the participating localities.
C. 
The authority shall have the power to exercise all of the powers set forth in Code of Virginia, § 5.1-31 et seq. These powers shall include, but not be limited to, the following: the power to establish, construct, manage, and operate an airport; and the power to acquire, hold, and dispose of property and exercise the power of eminent domain. The powers and duties conferred under this division and under the agreement described in Subsection A of this section shall not exceed the grant of authority to any of the participating localities under the laws of the commonwealth. Such power may be limited by other provisions of law.
D. 
The authority shall have the right to accept donations and bequests of money and personal, real, tangible, and intangible property for the establishment, maintenance, and operation of an airport.
E. 
The authority shall have the power to enter into contracts and to budget for and expend funds received for services, supplies, facility and vehicle maintenance, utilities, and other matters necessary and appropriate for the operation and administration of an airport and related services. The authority shall have the power to budget for and expend funds which it raises through its own efforts or receives by donation.
F. 
The authority shall acquire all goods and services pursuant to the procurement requirements set forth in Code of Virginia, § 11-35 et seq.
G. 
The authority shall acquire and maintain liability insurance for its operation of the airport in the minimum amount of $15,000,000. The coverage shall include each of the participating jurisdictions as an additional insured party under the policy.
H. 
The authority shall have control of the expenditure of all monies credited to the authority's accounts and such other powers and duties as are set forth in the agreement referred to in Subsection A of this section, as such agreement may be hereafter amended.

A. 
The Stafford Regional Airport Authority shall consist of seven members, of whom four shall be appointed by Stafford County, two by Prince William County, and one by the City of Fredericksburg. The City representative shall be appointed by City Council.
B. 
The term of office of the member appointed by the City Council shall be four years.
C. 
The member appointed by the City Council shall be a resident of the City and shall not be an elected official.

A. 
The Stafford Regional Airport Authority shall elect officers and maintain current bylaws, rules, and regulations for the functioning of the authority and the administration of an airport.
B. 
No authority member shall receive a salary or other compensation for services, but necessary expenses may be reimbursed by the authority.
C. 
The member appointed by City Council shall file annually a financial disclosure form, as required by § 2-118B.
