The Health Officer shall, after the close of the fiscal year
and prior to the second regular meeting of the City Council thereafter,
report to the City Manager concerning all matters and activities pertaining
to the health and vital statistics of the City during the preceding
year, which information shall be included in the City Manager's
annual report to the City Council.

The Health Officer shall recommend from time to time the adoption
of such ordinances as he may think necessary for the better protection
of public health.

If any person refuses or neglects to comply with any order of
the Health Officer or with any rule or regulation promulgated by the
Health Officer, he shall be guilty of a misdemeanor.

The Health Officer shall have the authority to inspect all streets,
alleys, yards, lots, stables or other places which are alleged to
be or are likely to become offensive or dangerous to the public health.
He shall also have the authority to inspect the premises of all citizens
as often as he may deem necessary and shall have the authority to
require all garbage, trash, filth, ashes, tin cans and all other articles
that may endanger the health of the City to be removed. When any such
thing shall be found which, in the opinion of the Health Officer,
is or is likely to become injurious to health or create a health nuisance,
the Health Officer shall have the authority to give notice thereof
to the owner or tenant of the premises to correct the condition forthwith
in such a manner as the Health Officer may deem best. If the order
of the Health Officer is not promptly executed, the nuisance may be
abated by the City and the cost plus 20% to cover administrative costs
shall be collected from such owner or tenant, as fines are collected.
Any person failing to comply with the provisions of this section shall
be guilty of a misdemeanor.
