Any person owning property within the City limits upon which
there is a well used for drinking purposes that is not securely protected
against contamination shall, within 30 days after written notice from
the Health Officer, provide the well with a watertight cover, install
a pumping device which will not admit surface contamination, and tightly
secure and seal such pumping device to the well to further protect
it against pollution. Any such well shall be located not less than
50 feet from any known source of pollution. Failure to comply with
such written notice within 30 days shall constitute a misdemeanor.
