Storm sewer connection fees shall be payable to the City Treasurer by the owner of the property being served, upon application for a building, electrical or plumbing permit. For each new connection made to a storm drain main or for each connection relocated or replaced for the convenience of the property owner, such owner shall pay to the City Treasurer a fee of $350, plus $100 per inch of connection size and the cost to install any manholes required.
