There is hereby established an Airport Board of the City of
Cabool to serve at the pleasure of the Board of Aldermen.

The Airport Board shall be composed of three (3) members who
shall elect from the membership of the Board a Chairman and a Vice
Chairman.

Members of the Airport Board shall be appointed by the Board
of Aldermen for a three (3) year staggered term.

Any vacancy in the Airport Board shall be filled by the Board
of Aldermen by appointment of a Commissioner to serve during the remainder
of the term of his/her predecessor.

The Airport Board shall hold regular meetings at such times
and at such places as the Commission may determine, but such meetings
shall be held no less often than every three (3) months. A quorum
for all regular or special meetings shall be a simple majority.

A.
The
Airport Board shall have the following duties:
1.
To develop and recommend rules and regulations applicable to airport
activity within the confines of existing Federal, State, County and
City laws or ordinances, and recommend additional laws or ordinances
or revisions thereto.
2.
To represent the City in matters dealing with air traffic and commerce.
3.
To receive and screen all applications for catering services, fuel,
oil, transportation, fixed based operations, flight instruction, manufacturing
or such other activities involving the use or conduct of business
on or involving the Municipal Airport and make recommendations to
the City Administrator or Board of Aldermen as applicable.
4.
To investigate the need for and recommend action necessary for maintenance
of the Municipal Airport so long as such airport maintenance requires
City labor, equipment, and materials by others.

The Airport Board may delegate to its individual members such
of the responsibilities and duties set forth in this Chapter as may
be necessary to effectively carry out the responsibilities of the
Board.

The Airport Board shall not commit the City to any expenditure
of money, nor shall it otherwise obligate the City without the specific
authority of the Board of Aldermen.

The Airport Board shall be responsible to the Board of Aldermen
and shall confine its efforts to the development and maintenance of
the Municipal Airport for the City in keeping with the times and economics
of the City.

A.
All
persons, firms or corporations leasing or renting hangers or other
structures at the Cabool Municipal Airport shall enter into an airport
contract indemnifying the City for, and saving the City harmless from
any injuries or property damage resulting from the use of said hanger
or structure during the term of said rental agreement or lease.
B.
Said
agreement shall further provide that the lessee shall maintain liability
insurance coverage in an amount not less than one hundred thousand
dollars ($100,000.00) per person and three hundred thousand dollars
($300,000.00) per occurrence for personal injury and one hundred thousand
dollars ($100,000.00) for property damage. A copy of the agreement
to be entered into shall be on file with the City Clerk.
