A. 
The Board of Aldermen, after many reports and complaints, finds as a fact that many of the citizens of Cabool have been victimized and defrauded by salesmen, agents and solicitors selling services, products, advertising and merchandise, and accepting payment or deposits toward payment therefor.
B. 
The Board of Aldermen finds that it is necessary in the exercise of the police power to regulate the activities of such salesmen, agents and solicitors in the City of Cabool for the peace, health and welfare of the inhabitants thereof.

It is hereby declared unlawful for any person, firm or corporation to sell, solicit or offer to sell within the City of Cabool any services, products, advertising or merchandise, or offer a guarantee on such service, products, advertising or merchandise-upon condition that the purchaser pay the purchase price thereof or a deposit toward the purchase price at the time of such purchase without having first registered with the City Clerk of the City of Cabool, and securing a permit to operate in said City as such salesman, solicitor or agent, and paying the required fee therefor.

The fee for such permit shall be the sum of ten dollars ($10.00) per day or twenty-five dollars ($25.00) per year to defray the necessary costs to the City.

Before any such permit shall be issued the applicant therefor shall file with the City Clerk of the City of Cabool a bond executed either by a regularly licensed surety company or two (2) good and sufficient sureties, who shall qualify in writing, each for an amount more than said bond, in the capital sum of one thousand dollars ($1,000.00); such bond to be conditioned upon the faithful performance of all contracts or guarantees entered into by such agent, salesman or solicitor, the refund of all monies due to any customer and the delivery of all services, products, advertising and merchandise to the customer in the condition and quality represented by such salesman, solicitor or agent.
