The regular meetings of the City Council and Mayor will be held
on the second (2nd) and fourth (4th) Tuesday of each month at 6:30
P.M. in the City Hall.

It shall be the duty of each member of the City Council and
the Mayor to attend each regular and special meeting of the City Council.

A.
If,
for any reason, a member of the City Council and the Mayor is unable
to attend any regular or special City Council meeting, notice thereof
shall be given to the City Clerk with the reason for not attending
the meeting.
B.
When
a Councilman or the Mayor shall be absent for three (3) successive
meetings of the City Council without a good and sufficient reason,
said Councilman or Mayor shall be considered guilty of neglect of
official duties and shall be removed from office as provided by State
law.

The Mayor, or person acting as Mayor, or any three (3) members
of the City Council shall have the power and are hereby authorized
to call a special meeting of the City Council.

A majority of the members elected to the City Council shall
constitute a quorum to do business.
At the first (1st) regular meeting of the City Council after
the election in each year — which meeting shall occur at the
time fixed by ordinance, but shall not be later than the third (3rd)
Tuesday in April — the Council shall elect one (1) of its members
President Pro Tem, who shall hold his/her office for the term of one
(1) year, and who, in the absence of the Mayor, shall preside at the
meetings of the Council; provided, that in the absence of the Mayor
and President Pro Tem the Council may select one of its members present
to preside at such meetings, who shall be styled "Acting President
Pro Tem".

The Mayor shall preserve order and decorum at City Council meetings
and shall decide all questions of order, subject to appeal to the
City Council.

Except as otherwise provided by Statute ordinance or this Chapter,
the proceedings of the City Council shall be controlled by Robert's
Rules of Order Newly Revised, 10th Edition by Henry M. Robert III,
William J. Evans, Daniel H. Honemann and Thomas J. Balch. The Mayor,
President Pro Tem or Acting President Pro Tem, as the case may be,
shall decide all questions which may arise according to such parliamentary
usage subject to an appeal to the City Council.
