As used in this Article, the following terms shall have these prescribed meaning:
BILLPOSTER AND SIGNPAINTER
Includes all persons engaged in the business or occupation of posting, tacking, painting, demonstrating or otherwise distributing any advertising matter, bills, posters, pictures or other matter or device whatever, advertising any business or thing, excepting those intended for charitable purposes.

The provisions of this Article shall not be construed to apply to the posting of legal notices by public officers and attorneys in the manner and in the places prescribed by law, the distribution of any newspaper or any periodical, the signs of real estate firms advertising for sale or rent the property on which such signs are located, nor to the distribution of circulars or samples, except of medicines and drugs, of any merchant having his/her principal place of business in the City by himself/herself, or by any employee not hired for the exclusive purpose of distributing, if such circulars or samples relate solely to his/her own business and are distributed as described in Section 605.160. The term "circulars or samples relates solely to his/her own business", as used in this Section, shall not be construed to include circulars, samples or other advertising matter relating to goods, merchandise or things not manufactured, produced or sold by merchants having their principal places of business in the City, and which goods, merchandise or things are sold or disposed of or intended to be sold or disposed of by merchants, dealers or storekeepers generally throughout the City and which advertising matter is furnished for posting, affixing or distribution by manufacturers or producers.

It shall be unlawful for any person to attach, place, paint, write, stamp or paste or cause to be attached, placed, painted, written, stamped or pasted any sign, advertisement or other matter upon any lamppost, electric light, railway, telephone pole, shade tree, fire hydrant or boxes covering them, or any bridge, pavement, portion of any sidewalk or crosswalk, public building or any other property or thing belonging to the City, or on any article or thing within any park.

It shall be unlawful for any person to distribute, throw, drop or scatter or cause to be distributed, dropped, thrown or scattered in any street or public place in the City any posters, handbills, advertising cards or other substances used for the purpose of advertising.

It shall be unlawful for any person to attach, place, paint, write, stamp or paste or cause to be attached, placed, painted, written, stamped or pasted any sign, advertisement or other matter upon any house or part thereof, wall, fence, gate, post or tree box without first obtaining written permission of the owner, agent or occupant of the premises to do so.

No person shall distribute handbills or other advertising matter at houses, stores or other places of business other than by putting the same inside the screen doors, under doors, in the jamb of doors or in letter boxes connected with such houses, stores or places of business. No bell shall be rung and no alarm of any kind shall be sounded.
