No person shall install or have installed drainage tile in any
ditch owned by the City unless said person shall first obtain the
permission of the Superintendent of Streets to do so.

Every person installing drainage tile under the provisions of
this Article shall do so in accordance with the instructions of, and
under the supervision of, the Superintendent of Streets.

Every person installing drainage tile in any ditch owned by
the City shall install such necessary drop inlets which, in the opinion
of the Superintendent of Streets, are necessary for the proper drainage
of the area.
