A. 
Except as otherwise provided by this Article, no plumbing work in the City, including replacement of water service or sewer service, shall be undertaken unless there has been issued a permit therefore by the Plumbing Inspector. Except as provided in Section 525.290, such a permit shall be issued only to a master plumber.
B. 
Single-Family Dwelling. Any permit required by this Article may be issued to a bona fide owner/occupant of a single-family dwelling which is to be occupied exclusively for living purposes, to do any work regulated by this Chapter on said building and quarters on condition that said owner/occupant personally purchase all material and perform all labor in connection therewith.

Repairs which involve only the working parts of a faucet or valve, the clearance of stoppages, the repairing of leaks or the replacement of defective faucets or valves may be made without permit provided no alterations are made in the existing piping to fixtures.

Application for a permit for plumbing work shall be made on forms prepared and provided by the Plumbing Inspector. All applications shall be accompanied by the appropriate fee computed in accordance with the schedule of fees set forth in this Article.

No permit shall be issued under this Article until plans and specifications showing the proposed work in reasonable detail shall have been submitted to the Plumbing Inspector and such plans and specifications are such that the proposed work will conform with the provisions of this Chapter. If plans and specifications are not approved as submitted, proper notification shall be given to the applicant who may submit such revised plans and specifications as are necessary to obtain approval. If, in the course of the work, it is found necessary to make any change from the plans and specifications on which a permit has been issued, amended plans and specifications shall be submitted and a supplementary permit shall be issued to cover the change after the same conditions required to secure the original permit have been satisfied.

Before any permit shall be issued under the provisions of this Article, the applicant thereof shall pay a fee determined as follows:
Sewer line: $15.00.
Water line: $15.00.
Irrigation: $15.00.
Fire suppression: $15.00.
Fixtures: $15.00.
for a minimum of five (5) fixtures. Each additional fixture over five (5) to be one dollars ($1.00) per fixture.

If work is not commenced under any permit issued under this Article within six (6) months after the issuance of such permit, such permit shall be void and of no effect whatsoever. A new permit shall be required to perform work.

A. 
All pipes and fittings, traps, fixtures and devices of a plumbing and drainage system shall be inspected by the Plumbing Inspector to insure compliance with all the requirements of this Chapter.
B. 
In order to protect the City water supply, the City shall not make any water or sewer taps outside the City limits until the plumbing of the premises involved has been inspected and approved by the City Plumbing Inspector, which inspection shall be made only after deposit of the stipulated fee for such inspection by the property owner. The plumbing shall be in accordance with the Plumbing Code of the City.

It shall be the duty of the person doing the work authorized by a permit issued under this Article to notify the Plumbing Inspector, orally or in writing, that such work is ready for inspection. Such notification shall be given not less than eight (8) working hours before the work is to be inspected.

Upon the completion of the entire water distribution system, including connections to appurtenances, devices, tanks, apparatus or fixtures, it shall be tested by the permit holder and inspected by the Plumbing Inspector and shall prove tight under a water pressure of not less than the maximum pressure under which it is to be used.

The equipment, material, power and/or labor necessary for the inspection and test of any plumbing fixture under the provisions of this Article shall be furnished by the person doing the work authorized by the permit.

A. 
No drainage or plumbing system or part thereof shall be covered or concealed until it has been inspected, tested and approved.
B. 
If any drainage or plumbing system or part thereof is covered or concealed before being regularly inspected, tested and approved as required by this Section, it shall be exposed upon the direction of the Plumbing Inspector at the plumber's expense.

Upon the approval of plumbing work inspected and tested pursuant to the provisions of this Article, the Plumbing Inspector shall document final inspections of all permitted work performed.

Each building requiring plumbing shall have sewer service.

All connections to City sewer mains or laterals will be made by City personnel at the owner's expense as prescribed in Utility Department policy.
