A. 
Applicant Qualifications. No person shall be granted a permit under the provisions of this Chapter unless such person is of good moral character, and a citizen of the United States. Nor shall any such person who has been convicted of a felony within seven (7) years of the date of the application for said permit, or who has been convicted of any ordinance violation within one (1) year of date of application for said permit, or who, at any time, has been convicted of a sexual offense, offense involving a controlled substance or in which a dangerous and deadly weapon was involved be granted a permit. This application will include any employees involved in the operation of conducting business under the carnival portion of this Chapter. The City shall be the sole judge of the moral character of any applicant applying contemporary community standards.
B. 
Contents Of Application. Application blanks for a permit required by this Section may be obtained from the Chief of Police. Each applicant for a permit shall contain the name, age, Social Security number and address of the applicant, as well as a statement whether the applicant has been convicted of a felony, the violation of any Federal or State Statute relating to the use, possession or sale of controlled substance, or any sexual offense, whether the applicant is a citizen of the United States, whether the applicant has been the habitual user of intoxicating liquors or narcotic drugs and the prospective employment of such applicants.

A. 
Permit Required. It shall be unlawful for any person to set up or operate any carnival, circus or amusement show within the City without first obtaining a permit so to do.
B. 
Location Restricted. All carnivals, circuses and amusement shows operating in the City shall be located in an area as designated by the City Council.

No person shall conduct, operate, manage or sponsor any ferris wheel, merry-go-round or other amusement ride operated for hire or for the purpose of promoting or advertising any trade or business within the City without first filing with the City Collector a policy of liability insurance in the amount of at least one hundred thousand dollars ($100,000.00) per person. Such bond or certificate of insurance shall be subject to approval by the City Attorney. This Section shall apply to all persons, whether or not such persons are exempted from any other provision of this Code of Ordinances.

Any owner, proprietor or keeper of any billiard or pool hall who shall permit any minor under the age of sixteen (16) years to play pool, billiards or other game therein, without permission of the parent or guardian of said minor first had and obtained, shall upon conviction be adjudged guilty of a misdemeanor.
