A. 
Nomination; appointment. The Human Resources Director shall be nominated by the Mayor and appointed by the Municipal Council for a period of three years or until his/her successor has been appointed and sworn in or until he/she has been removed for just cause by the Municipal Council upon recommendation of the Mayor in writing stating the reasons for removal.
B. 
Duties; authority.
(1) 
The Human Resources Director shall be responsible for the professional administration of the City's personnel and labor relations programs, which shall include planning and directing a municipal personnel program and labor relations program which would normally include preparing a personnel handbook, recruitment, hiring, training, classification, salary and wage determination, labor relations and personnel records keeping, acting as the Mayor's designee or assistant in contract negotiations, advising department heads and the Mayor on a variety of personnel practices and policies, overall monitoring and evaluation, and making recommendations concerning changes in municipal policies, practices, rules and regulations affecting the personnel program.
(2) 
The Director shall have the power and authority to call upon the head of any department or member thereof to furnish information essential to the proper operation of all functions under this article.
(3) 
The Director shall function at the department head level and report administratively to the Mayor and Municipal Council.
(4) 
The Director shall also serve as the Labor Service Director and perform the duties as described in § 19-67 of this article and Rule 30 of the Rules and Regulations of the Civil Service Commission and shall serve as Director of the Employment Task Force.
(5) 
Administration of benefits, The Director shall be the office of primary responsibility for the administration of all employee-related benefits and/or compensation insurance as those programs are described and defined in MGL c. 32B, MGL c. 152 and MGL c. 41, § 111F.
C. 
Qualifications. The Director shall have prior to his/her appointment at least three years' experience as a personnel director, assistant personnel director, or public administrator, with knowledge of federal and state wage counseling, hour laws, affirmative action, Americans with Disabilities Act, sexual harassment and discrimination laws, labor laws, recruitment and compensation in public or business enterprises. The Director shall have at least three years' experience in the administration of employee benefits programs and experience in collective bargaining matters, including the negotiation and administration of collective bargaining agreements. Said Director shall have at least a bachelor's degree in a related field and preferably a master's degree in a related subject.
A. 
There shall be an Employment Task Force whose goals and objectives shall be to:
(1) 
Assist the unemployed in finding new job opportunities, training, and any area of social service needs;
(2) 
Assist local industry in dealing with problems which could be aided by the consolidated efforts of the task force; and
(3) 
Create an atmosphere conducive to the attraction of new commercial enterprises to the City of Taunton.
B. 
The task force shall be comprised of business and community leaders, the number of which shall be determined and appointed by the Mayor and confirmed by a majority vote of the Municipal Council, and who shall serve at the Mayor's pleasure. The coordinator of the Employment Task Force shall have the duties as designated by the Mayor with the approval of the Municipal Council.
A. 
The Human Resources Director shall serve as the Labor Service Director for the City of Taunton for the purpose of performing the functions delegated to cities and towns under the provisions of Rule 30 of the Civil Service Rules and Regulations and all subsequent rules including Rule 30, as the same are from time to time amended.
B. 
The duties and term of office of the local Labor Service Director shall be as provided in said Rule 30 as the same may from time to time be amended.
C. 
The local Labor Service Director may employ a principal clerk whose duties shall be to assist the Director under his/her supervision and his/her direction to carry out the duties of his/her office. The duties of the clerk shall include, but not be limited to, the performance of all clerical duties, receipt, transcription, typing and mailing of correspondence, the preparation and processing of all the communication required by the civil service and related agencies or departments, the preparation of financial reports, the collection and preparation of statistics, the processing of payroll, the acquisition and payment of supplies, attendance of telephone, maintenance of personnel records, and daily contact with the public. Said clerk shall maintain such records, logs, dockets, including double-entry account books, and minutes of meetings and hearings and shall prepare agenda for meetings as he/she may from time to time be required by the Director.
