The Mayor shall appoint an Inspector of Buildings (Building
Commissioner) and such assistant inspectors as are reasonably necessary
to assist the Building Commissioner to administer and enforce the
State Building Code as well as MGL c. 22, § 13A, and the
rules and regulations made under the authority thereof. The Building
Commissioner and inspectors shall be removable for cause. A vacancy
in the office shall be filled in like manner for the unexpired term.
The Building Commissioner and inspectors shall have their whole time
at the disposal of the City.
A.
The Assistant Building Inspector and Building Inspector shall be directly responsible to the Building Commissioner for the administration and enforcement of Chapter 208, Buildings, of this Code and of all aspects of the Massachusetts Building Code as amended.
B.
The Building Commissioner and inspectors shall inspect such buildings
as lounges, restaurants, nursing homes, churches, recreation halls,
day-care centers, apartments, boardinghouses and lodging houses, hospitals,
bleachers, hotels and motels and shall assist wherever possible in
enforcing the Massachusetts Building Code and the requirements of
all City ordinances.
C.
In addition, the Building Commissioner and inspectors shall be certified
in accordance with the current Massachusetts State Building Code and
shall have a general knowledge of the quality and strength of all
building materials, a general knowledge of the accepted requirements
for building construction, fire prevention, electrical installation,
hearing and ventilation, and all materials essential to the safety,
comfort and convenience of the occupants of any building or structure.
The Building Commissioner shall file an annual report with the
Municipal Council detailing the findings made during the past year.
The Building Commissioner shall also file such reports as the Council
may require.
