In January of every third year the Municipal Council shall elect a City Engineer whose whole time shall be at the disposal of the City and who shall perform such services as properly come under the care of a surveyor and civil engineer. The City Engineer shall be removable by the Municipal Council for cause. A vacancy in such office shall be filled in like manner for the unexpired term.
The City Engineer shall, subject to the approval of the Department of Public Works Committee, which Committee shall act as a committee on engineering, appoint such assistants as shall be necessary.

The City Engineer or his/her assistants shall make, or cause to be made, all surveys, estimates and descriptions, and take all levels, required by the Municipal Council or by any committee thereof, or by the Mayor, City Clerk, Assessors, Supervisor of Streets, City Solicitor and any municipal board or commission.

The City Engineer shall, unless otherwise provided, have the custody of all plans and notes relating to streets, sewers, public works and surveys made for the City and shall keep the same properly classified and indexed, so as to be accessible at any time, and the City Engineer shall turn over the same to his/her successor.
The City Engineer shall keep a full and detailed account of the expenses of all work which shall be done under his/her direction, with a complete index of the same, and turn over the same to his/her successor.
The City Engineer shall annually in the month of January render to the Municipal Council a detailed report of the work of the Engineering Division of the Department of Public Works during the preceding year, specifying the expenses thereof, the general nature of the work and the property under his/her charge, and shall make such recommendations and suggestions as the City Engineer may think necessary.

The City Engineer shall, if so requested by the Assessors, prepare such maps and plans and furnish the Assessors with all assistance in their department which they may require.
The City Engineer shall make and prepare all needed specifications and plans describing and governing the work of construction of all main drains, common sewers and water mains and shall make plans and profiles of all such drains and sewers built under the direction of the Municipal Council, showing their location with reference to other drains, sewers and the street lines, and showing the location of all private sewers, private drains and waterlines entering them. These plans shall be made in duplicate, and one complete set shall be kept in the files of the City Engineer's office. The City Engineer shall also perform such other duties pertaining to the office as may be required by the Commissioner of the Department of Public Works and/or the Department of Public Works Committee.
