General criteria. In considering the granting of a special permit
for the establishment of multifamily developments and mixed-use residential,
the special permit granting authority (SPGA) shall take into consideration
the needs of the community, the effect of the development upon the
neighborhood and the community in terms of environmental impacts,
socioeconomic impacts, municipal facilities, utilities, drainage,
traffic, and landscaping, and the health and welfare of the inhabitants.
If, after consideration, the SPGA determines that the development
is not in the best interest of the City for any of the aforementioned
reasons, the application for said permit shall be denied.
