The Treasurer/Collector of the City shall also be the Collector
of Taxes and City Collector and in such capacity shall collect all
accounts due the City, except interest on sinking and trust funds
or such bills the collection of which is otherwise provided for. All
bills for accounts due the City shall state that all checks, drafts,
or money orders shall be payable to or to the order of the City and
not to or to the order of any officer, board, or commission.
A.
There shall be an Assistant Tax Collector for the City who shall
be appointed by the Treasurer/Collector subject to the approval of
the Mayor and the Municipal Council at a salary to be fixed by the
Council by ordinance from time to time.
B.
The Assistant Tax Collector shall assist the Treasurer/Collector
in the performance of the duties of the office and shall discharge
such duties of the Treasurer/Collector at the Treasurer/Collector's
request and direction and shall act in that position when the Treasurer/Collector
is absent or unable to perform the duties of the office or when there
is a vacancy in the office of Treasurer/Collector.
Whenever any bill or claim, other than an assessment duly laid,
shall be filed with the City Treasurer/Collector for collection, the
Treasurer/Collector shall forthwith forward a bill by mail to the
address of the person by whom it is owed. If such bill shall remain
unpaid at the expiration of 60 days thereafter, the Treasurer/Collector
may authorize the City Solicitor to bring suit in the name of the
City for the collection of all unpaid bills or claims so reported.
